Joann Isbell

Joann H. Isbell, lovingly known as "Jo" to her family and friends, passed away peacefully at the age of 93 on Saturday, June 7, 2025, in San Angelo, Texas.

Born on September 12, 1931, in Brownwood, Texas, Joann was the daughter of Elisha and Annie Harris. She graduated from Centennial High School in Coleman County in 1949 and later earned her CNA certification from Howard College, beginning a devoted career in healthcare. Joann worked alongside physicians and in private practice.

In April of 1952, Joann married, Wayne Isbell. Together, they raised their daughter, Carol.

A longtime member of Harris Avenue Baptist Church, Joann's faith was a cornerstone of her life. She found joy in simple pleasures—traveling, beachcombing, and collecting seashells from various shores. She was also widely known for her exceptional cooking and her pride in keeping a beautifully manicured yard.

Joann was preceded in death by her parents; her brother, Jack Harris; her sister, Pearl Dale; and her beloved nieces and nephews, Tommy Dale, Bobby Dale, and Linda Graham.

She is survived by her daughter, Carol Melcher, and her husband, James, of Knightdale, North Carolina; and three nieces: Naioma Wilson of Wilson, Texas, Juanita Davis of Fort Worth, Texas, and Suann Sales of Duncan, Oklahoma.

A graveside service will be held on Saturday, June 14, 2025, at 11:00 a.m. at Johnson’s Lawnhaven Memorial Gardens in San Angelo.

The family extends their heartfelt gratitude to Judy Wright for her loyal friendship and for being a constant support to Joann when Carol could not be near.

Jacquelene Speck

Jacquelene "Jacque" Garrison Speck, 88, passed away Thursday, June 5, 2025, in San Angelo.

Mrs. Speck was born December 28, 1936 in Harlingen to Roberta Johnson Garrison and Eugene Pete Garrison. She attended grade school in Harlingen and then the family moved to Uvalde where she attended Uvalde High School and was a member of the cheer squad. The family then moved to Austin where Jacque graduated from McCallum High School. After graduation, Jacque moved to Houston and attended the University of Houston where she studied Criminal Justice.

Jacque then joined her older sister Jean on the West Coast in San José, California and worked with the San José Police Department. While she enjoyed her time in California, Texas was calling her home, so she moved back to the Lone Star State, working for police departments in Houston and Austin. While Jacque was in California, her parents purchased the Motel 83 in Menard, and on a visit to Menard, she met Frank Edward Speck, and they began to date. Jacque and Frank were married in the First Baptist Church of Menard in October of 1963, and in March of 1965, they welcomed their first son, Quint Edward Speck. In March of 1968, son Cody Garrison Speck was born.

Motherhood was Jacque's greatest joy. She poured her heart into raising her boys, never missing a Menard Yellowjacket football game, basketball or golf tournament, track meet, or Little League baseball game, often traveling hours and miles across West Texas to support Menard teams at away games. Her car was always packed with fellow fans, full coolers, blankets, and plenty of snacks! You always knew if Jacque was at one of her boys' sporting events as she was the most enthusiastic cheerleader in the crowd. "RUN SON RUN" and "SIC 'EM 'JACKETS" were among her signature cheers.

Later in life, Jacque enjoyed working as Director at the Menard Community Center where she served until her retirement.

Jacque was a gracious hostess, and her home was constantly full of friends and food. Her door was open 24/7 to all, and no one left hungry. She threw epic Super Bowl and Holiday parties, could make a mean chicken spaghetti, and always had ample queso in the crock pot, and a pot of pinto beans on the stove. A timeless beauty, Jacque was always impeccably dressed and had the most piercing blue eyes. She was full of life, loved to travel, play card games, was an accomplished Bridge player, a talented dancer, and was a lover of all her pets throughout her life including her beloved dogs, a fawn, a pet coon, and the hilarious Pepe the Parrot who she taught to greet visitors with, "Come on in!"

Jacque is survived by her sons, Quint Edward Speck, and Cody Garrison Speck; her sister, Jean Garrison Allgood; her brother, Buddy Garrison and wife Doris; four nieces and a nephew. She also leaves behind her beloved Chihuahua, Haichi. She was preceded in death by her parents, Roberta and Eugene Garrison; her sister, Joy Garrison Cocke; brother-in-law, Jim Cocke; her nephew, Guy Staton "State" Cocke; and her niece, Rory Allgood Thomas.

Celebration of Life Ceremony will be at 11:00 AM Saturday, June 14, 2025, at the Menard Country Club.

Friends and family are all welcome to come celebrate Jacque's life and share stories and fellowship.

Major Gary D. Belcher USAF Retired

Major Gary D. Belcher, USAF Retired, passed away on Monday, June 2, 2025 at the age of 90.

Gary was born in Bald Knob, West Virginia to The Reverend Orville Belcher and Icidale Peters. He loved growing up in the hills and streams where he lived. He loved the simplicity of life and loved playing with his cousins and friends. He worked at several odd jobs during his teenage years. He graduated from Pineville High School in 1952. Coal mining was the primary source of income in the area and Gary worked in the coal mine for three months to help subsidize his first year in college.

Because of Gary’s great desire to travel and his fascination with airplanes, he enlisted in Air Force and in November 1955, he flew to San Antonio, Texas to enter basic training. Gary quickly reached the rank of Staff Sergeant and then was selected to attend Officer Candidate School (OCS). He completed OCS on September 22, 1961 where he received his commission as a second lieutenant. It was around this time when Gary married Betty Joan Heldman, and to this union three children were born: Gary II, Graig and Debbie Belcher. The couple divorced in 1978.

The Air Force recognized Gary’s many talents, and he rose to rank of Major where he served in the USAF Security Service, now known as the Electronic Security command. During his tenure in the military, he trained as a Russian linguist and served as Signals Intelligence Officer, an Air Intelligence Specialist and a cryptanalyst. He spent many hours in the back of a C-130 aircraft that was equipped with appropriate gear for the many reconnaissance missions that was part of his military service. Major Belcher served in Alaska, Japan, Vietnam, Germany, England and many countries where he made life-long friends with other service members. He was known as “Cougar” during his service in Vietnam.

Major Belcher served his country proudly for 22 years before his retirement in 1978. He was awarded several commendations because of his valor, most notably: the Bronze Star, the Meritorious Service medal, the Distinguished Flying Cross, Air Force Commendation Medal and the Vietnam Service medal with four bronze clusters to name a few. Even after his retirement, he stayed very active with Air Force activities for forty years.

He graduated from the University of the State of New York in September of 1979 with a Bachelor of Science degree. It was around that time that Gary met the love of his life, Mamie Lois Barnes. She had two children, Jayne and David Barnes (deceased.) They were married 41 years until her passing in 2021. Together they formed two successful companies. They owned Pro Tex, a chemical supply company. After that, they owned First Comm, Inc who specialized in selling and refurbishing Plantronics headsets for American Airlines, Southwest Airlines, USAA and other well-established companies. The couple always considered San Angelo home so this is where they decided to hang their hats after retirement. They enjoyed traveling and the simple things in life. He loved feeding the birds and feral cats and watching them from his deck.

Major Belcher was preceded in death by his parents, two brothers Danny and Max Belcher, one sister, Geraldine Harrison, his wife Mamie Lois Belcher, and son David Barnes.

He is survived by sisters Betty (Steve) Halsey, Mary Ellen Cromey; Sons Gary (Denise) Belcher, Graig (Cynthia) Belcher, daughters Debbie Belcher and Jayne Blakemore, and his beloved cat Rascal; Grandchildren include Pamela (Matt) Hoch, Rachel (Omar) Cormier, Cassie (Will) Robinson, Joey (Laura) Humphreys, Tara (Corey) Harmon, Gary (Kathy) Cole, Jennifer (Tony) Abilez, Erin (Will) Doyle and nine great grandchildren.

Major Belcher will be laid to rest with full military honors at Johnson’s Lawnhaven Memorial Gardens on Saturday, 21 JUN 2025 at 1400 hours.(2:00 PM)

Jimmy "J.O." Lane

James O. Lane, known to many as Jimmy and lovingly called J.O. by his family, passed away on June 14, 2025, at the age of 87. Born on August 15, 1937, Jimmy lived a life defined by unwavering faith, deep love for his family, and a lifelong connection to the outdoors.

Jimmy is survived by his devoted wife of 33 years, Mary Nell Lane, whom he married on January 10, 1992, and their beloved dog, Molly. Together, Jimmy and Mary Nell enjoyed traveling, ranching, fishing, and golfing. They devoted their lives to their blended family: Mike Lane and his wife Teddi, along with their daughter Kasey Lane; Mitch Lane and his wife Sharon, along with their children Kelsey Settle and her husband D.J., Jamey Barrientes, and Mitchell Lane and his wife Addison; Myles Lane and his wife Laura, along with their children Kailey Hurreta and her husband Daniel, and Dylan Lane; Kevin Owen and his wife Cyndi, along with their children Matt Owen and his wife Jenny, Makenzie Catlett and her husband Richie, and Morgan Jones and her husband Jacob; Connie Owen Strube and her husband Kenny, along with their children Lindsey Rea and her husband Rowdy, and Slayton Strube and his wife Brooke; and daughter-in-law Megan Owen with her children Canon Owen and his wife Maddie, Caden Owen and his fiancée Hannah, Samuel Bowles, and Luke Bowles. Jimmy was blessed with 23 great-grandchildren—and one more on the way—each of whom brought him great joy and pride.

A proud American and devoted Christian, Jimmy served honorably in the Army National Guard and was activated with the 49th Armored Division during the Berlin Crisis of 1961, stationed at Fort Polk, Louisiana. He achieved the rank of Sergeant E5.

For over 51 years, Jimmy was a respected businessman and owner of Lane Weather Mart, Inc., known for his integrity, leadership, and work ethic. Outside of business, he was an avid outdoorsman who found joy in ranching, fishing, golfing, and spending time in God’s creation, a love he passed on to his family.

He was preceded in death by his parents, Bryan and Geneive Lane; his beloved first wife, Sybil Lane; and his son, Cody Owen.

Jimmy’s life was a testament to faith, family, and perseverance. His legacy will live on through all who knew and loved him.

Visitation will be held Tuesday, June 17th from 5:00–7:00 p.m. at Harper Funeral Home in San Angelo, TX. The Celebration of Life will take place Wednesday, June 18th at 2:00 p.m. at Glen Meadows Baptist Church, 6002 Knickerbocker Road, San Angelo, TX 76904.

Rev. Nathaniel A.B. "Hank" Hankins

Rev. Nathaniel A.B. "Hank" Hankins, former Associate Pastor of First United Methodist Church, San Angelo, TX.

Rev. Hankins, 90, of San Angelo, Texas, finished his course in faith on June 11, 2025, and has now transferred his membership from the Church Militant to the Church Triumphant. With a smile on his face, he is back home with his Lord and Savior Jesus Christ; reunited with his wife Mary, daughter Doreen, his parents and siblings who preceded him in death, and his best friend from his Air Force days, Phil Johnson. The family will receive friends for visitation from 5:00 P.M. – 7:00 P.M., Friday, June 20, 2025, at Harper Funeral Home. The Funeral Service will be 11:00 A.M., Saturday, June 21, 2025, at First Methodist Church. The burial will follow at Lawnhaven Memorial Gardens.

Nathaniel (Gift of God) was born March 2, 1935, to Kamuel and Pauline Hankins, in Kenwood, Florida. At a very early age, he professed Jesus Christ as his Lord and Savior, but did not answer the call to Pastoral Ministry until the age of 59.

Hank was a 1952 graduate of Central Academy High School, in Palatka, Florida, and there, met his life-long sweetheart, Mary Esther. They got married on December 22, 1956, and remained married until her death on March 17, 2017. Hank earned his Bachelor of Arts degree in Sociology from St. Mary's University in San Antonio, Texas on August 13, 1974. He Completed a 5-year course of study at SMU Perkins School of Theology in 1999. He served his country in the United States Air Force, and retired in March 1974, after tours in the Philippines, Crete Greece, Darmstadt Germany, and Wakkanai Japan. Stateside he was stationed at Lackland AFB, San Antonio, Langley AFB, Va, March AFB, Ca, and Goodfellow AFB, San Angelo. He was in the Intelligence Service throughout his time in the service.

After retiring from the Air Force, he came to San Angelo, to accept a position at Ethicon, Inc., and retired from there in March 1991. Hank unsuccessfully ran for SMD 1, City Council Representative in 1992 but later was unanimously appointed on November 9, 1993, to complete the unexpired term, and then elected May 10, 1994. He was a community activist, having served for two years as President of the local branch of the NAACP, Chairman of the Adult Literacy Council, Boys Club Board of Directors, Wesley Daily Bread Soup Kitchen, Habitat for Humanity, City Planning Commission, Chairman of the City’s Race Relation Task Force, Rio Concho Communities Board of Trustees, and Hospice of San Angelo.

Nathaniel answered the call to Pastoral Ministry in April 1994, and was appointed by the Bishop and Cabinet, to serve as the Senior Pastor of Wesley United Methodist Church, San Angelo. He also served as Senior Pastor of St. Peter's by the Sea United Methodist Church in Corpus Christi, and Simpson United Methodist Church, in Austin, Texas. He retired during the Annual conference session of 2002 and returned to San Angelo. In 2003, his good friend Rev. Carl Rohlfs, asked him to come to his church, at First United Methodist, as an Associate Pastor. He was appointed as a part-time Associate Pastor, in 2003, where he served until June 2013, when he stopped to take care of his wife. In January of 2014 they were awarded “Citizens of The Year” by the Chamber of Commerce for 2013. They enjoyed traveling, took many cruises, and enjoyed traveling in their motor homes.

Hank is survived by his son Darryl and wife Glennis of Lewisville, TX; grandchildren, Chaveaus, Darrion, Matt and his wife Ashley, and Taryn; Great granddaughter, Samara; Godson Terry and Sharlene Brittain, Goddaughter, Ramona Curtis; and a host of nephews, nieces, cousins, and friend Ethel Johnson.

Memorials may be made to the Mature Adults Council at FMC, the Daily Bread Soup Kitchen at Wesley Trinity UMC, or a charity of your choice. Special Thanks to Janice, Gay Fender, and the Cheers Journey Sunday School Classes and also Ronetta.

Fonda Ray Lumpkins

Fonda Ray Lumpkins, age 81, passed away on June 11, 2025, in San Angelo, Texas. He was born on October 3, 1943, to Gene and Nina Lumpkins in Bonham, Texas.

He is preceded in death by his parents. He is survived by his wife of 61 years, Nell Ann Otte Lumpkins; and their daughters, Lisa (Eddie) Shell of San Angelo, Texas; Kari Malone of Boca Raton, Florida; His 4 beloved grandsons, Ryan (Caylan) Gandy of San Angelo, Texas, Jake (Brittany) Gandy of Dallas, Texas, Cade (Laura) Malone, and Blake Malone of Boca Raton, Florida; Great-granddaughter, Noell Gandy and expectant great-grandson, Roman Gandy. He is also survived by his sister, Sandy (Cliff) Hillin of Springtown, Texas.

Fonda graduated from Lake View High School in 1963 and later received his degree from Angelo State University. He retired from GTE. Fonda and Nell Ann married October 24, 1964, in San Angelo, Texas, at Johnson Street Church of Christ (where they are still members).

Fonda was a gun and knife enthusiast and enjoyed hunting, fishing, and traveling with family and friends. Fonda was a bit of a prankster and loved to tease, especially the grandkids, who were his pride and joy. Fonda loved and was greatly loved by his family, and he will be deeply missed.

In lieu of flowers the family ask for donations be made to a charity of your choice.

A funeral service will be held at 2:00 PM on Saturday, June 14, 2025 at Harper Funeral Home with burial to follow at Lawnhaven Memorial Gardens.

James Neil Rasmussen

James "Jim" Rasmussen, 77, passed away on June 7, 2025, at Ballinger HealthCare and Rehabilitation Center.

Jim was born on February 26, 1948, in Austin, Minnesota (Mower County) to Walter B. Rasmussen and Ella Petersen Rasmussen. He proudly served in the United States Air Force for 20 years and was honorably discharged. After his military service, he worked for Lowe's and eventually retired, settling into a life where his passions could take center stage.

Jim was an avid amateur photographer, developing a special love for capturing images of birds. After retirement, he volunteered his time and talents by photographing the natural beauty of a nearby State Park in the San Angelo area-some of his work was even used for park publicity.

He enjoyed taking road trips, often visiting family in Jacksonville, Florida, and more recently in Duluth, Minnesota. He was a warm-weather traveler, always avoiding the snowy seasons and preferring the spring, summer, and fall for his visits.

Jim was preceded in death by his brother, Kurt Stanley Rasmussen; his mother, Ella Petersen Rasmussen; and his father, Walter B. Rasmussen. He is survived by his sister, Debbi Rasmussen of Duluth, MN; and his nephew, Haldan Rasmussen Gates of Sandpoint, ID.

In lieu of flowers, memorial donations may be made in Jim's name to the San Angelo State Park in San Angelo, Texas, in honor of his love for nature and photography.

There are currently no services scheduled in San Angelo. He will be returned to his family in Minnesota and interred with his family in Illinois.

Peggy Payne

Peggy Payne, age 101, of San Angelo, TX received her glorious wings on June 4, 2025.

She was born in Brackettville, TX on January 14, 1924, to John (Counti) and Elsa Basquez. She married Albert Payne Jr., who has preceded her in death, on June14, 1946. Through that wonderful union, she left behind Robert Payne (son), Mary Payne (daughter), Albert Payne (son) and wife Shirley (Johnson) Payne, Rosetta Payne Ross (daughter), Lorenzo Payne (son), Glenn Payne  (son) (Mildred Petterson) and JoAnn Payne (daughter). Grandchildren are Jeanette Payne, Shaniqua Gray (Nathan), LaShanda Wiggins (Elijah), LaKeisha Lowe (Marqus), LaEmma Walker, Jasmine Payne, Sonya White, Tiffany, Brittany Payne, Briana Payne, Samuel Payne, Maurice Payne, Robert Payne, Jr, Andre Payne, Tevin Payne, Aliyah Payne-Blacker (James), as well as a host of great grandchildren and great great grandchildren.

Peggy Payne was honored in January 2020 as the eldest matriarch of the Black Seminole Indians. She was commemorated by the United Warriors Band of the Seminole Nation/John Horse Band, along with the Warren Perryman Foundation for Native American Research, in recognition of her lifelong dedication to preserving the rich heritage and legacy of her people. Her strength, wisdom, and unwavering spirit served as a guiding light for generations. She will be deeply missed and forever remembered. 

Throughout her life, she was a dedicated mother who doted on all her children. She was so loving, patient, caring, and kind. She was a happy homemaker who loved cooking, sewing, and gardening.

In her earlier years, she graduated from high school in Musquez, Coh and received a bachelor’s degree in economics from the City of Mexico.

A visitation will be held on Friday, June13, 2025 from 5:00 – 7:00 PM at Harper Funeral Home. A funeral service is scheduled for Saturday, June 14, 2025, at 10:00 AM at Harper Funeral Home Chapel and burial to follow at Lawnhaven Memorial Gardens.
