Moses Joe Mejia

Moses Joe Mejia, 78, of San Angelo, passed away March 19, 2026. He was born on September 4, 1947, in Boerne, Texas.

Moses loved golfing, and those who shared time with him on the course will remember the companionship, conversation, and simple enjoyment he found in the game.

Moses was survived by siblings and extended family members.

A Rosary will be held at 6:00 pm on March 26, 2026, at Johnson's Funeral Home. A Mass of Christian Burial will be celebrated at 10:00 am on March 27, 2026, at St Margaret of Scotland Catholic Church. Joe will be laid to rest at Calvary Catholic Cemetery in San Angelo.

Isabel Gatica Salazar

Our family lost its heart and soul on March 26, 2026, when Isabel Gatica Salazar, better known to everyone as "Chavela," passed away at the age of 92. Born on July 8, 1933, to Natividad Gatica and Gavina Perez Gatica, she was the true rock of the Salazar family.

 

Chavela was never one to sit still. She worked as a housekeeper at La Quinta for 33 years and she didn't even think about retiring until she was 81 years old. She worked hard her whole life, but she also knew how to have fun. In her younger days, she loved going to play bingo and every fall, you could find her cheering for her favorite team-the Dallas Cowboys.

 

Nothing meant more to Chavela than having her family under one roof. Almost every summer, her house would overflow with kids and grandkids as she hosted her birthday bash, celebrating some of her children's birthdays right alongside her own. Those summer days, filled with laughter and a house full of people, were her happiest moments.

 

Chavela is reunited in heaven with her parents; her daughter, Rosa Salazar; her sisters, Elpidia Mares and Gera Torres; and her brother, Joe Gatica.

 

She leaves behind a huge family that will miss her every day. This includes her children: Robert Salazar and wife Maribel, Roy Salazar and wife Sally, Abel Salazar and wife Sylvia, Albert Salazar and wife Deana, Andrew Salazar and wife Roxanna, Alex Salazar and wife Aurelia, Ruben Salazar and wife Diana, and Linda Ruiz. She is also survived by her sisters, Beatrice Mejia, Janie Carrasco, Anna Fitchett, and Rosalinda Lucio. Chavela was the proud grandmother of 38 grandchildren, 74 great-grandchildren, and many great-great-grandchildren. They will all grow up hearing stories about how strong she was and how much she loved them.

 

 

Public viewing will be from 12:00 PM until 4:00 PM Saturday, March 28, 2026, at Robert Massie Funeral Home. Memorial Service will immediately follow at 4:00 PM, March 28, 2026, a Robert Massie Riverside Chapel. Arrangements are under the direction of Robert Massie Funeral Home.

Alicia Obregon

Alicia Blas Obregon, 68, of San Angelo passed away on Sunday, March 22, 2026.

 

Viewing will be from 10:00 AM - 8:00 PM on Thursday, March 26, 2026 at Robert Massie Riverside Chapel with the rosary being said at 6:00 PM. Mass will be at 10:00 AM on Friday March 27, 2026 at St. Joseph Catholic Church. Burial will follow in Fairmount Cemetery under the direction of Robert Massie Funeral Home.

 

Mrs. Obregon was born on July 9, 1957 in Ciudad Acuna, Coahuila, Mexico to Oscar and Maria Obregon Teran. Alicia was a factory worker at Standard Company for 11 years before moving to San Angelo in 1987. She worked at Levi's Strauss and at Talk O' Texas Brands for many years. She enjoyed cooking, crocheting, dancing, and spending time with her family. Alicia was hardworking, loving and caring.

 

She is preceded in death by her father and a brother, Arturo Obregon.

 

Alicia is survived by her mother, Maria Obregon; six siblings, Oscar Obregon and wife Corina of San Angelo, Ana Velasquez and husband Gabino of Del Rio, Vicente Obregon, Rita Obregon both of San Angelo, Dora Rodriguez and husband Jose of Del Rio, and Laura Monsivais and husband George of San Angelo; and numerous nieces and nephews.

Cephas MacMillan Wonzencraft II

CM was born in Big Spring, TX to Estelle and Cephas Wozencraft. He was raised and attended schools in Big Spring, graduating with the BSHS class of 1971. His best memories were of being in the band and all the friends he made there. He continued his musical talents for two years at Texas Tech University. CM continued playing music with many bands and as a hired gun with professional bands in the Austin area. He was also a research scientist at Carbomedics in Austin, where he left his name on several patents. He married Betty Pitts Cunha, the love of his life, on February 6, 2018. After his Parkinson's diagnosis, they moved to Odessa, TX. 

He is survived by his daughter, Cathryn Wozencraft, Tamir Simon, and grandchildren Gwen Simon, Silas and Barrett MacDonald; stepchildren Dave Cunha and Natalie Horany. He leaves behind his sisters, Halena Nichols and Danny; and Elizabeth (Betsy) Brassard and Wayne. 

CM passed away in San Angelo, TX, on March 26, 2026. A Celebration of his Life will be held at a later date.

Jonathan Mark Miller

Jonathan Mark (Jack) Miller joined Our Lord and Savior on Tuesday, March 24, 2026, in San Angelo, TX. He was 26 years old.

Jonathan was born on Nov. 1, 1999 in Denton, TX, to Robert and Kelly Miller. The youngest of his six siblings, he enjoyed a childhood filled with game nights, long road trips, and most importantly, copious amounts of books. A prolific reader, Jonathan was a passionate lover of books. He could talk about them with anyone for hours, and consumed books at an alarming rate for anyone trying to read the same series with him. He carried this passion with him into adulthood.

Jonathan built relationships wherever he landed. From lifeguarding during the summers at the YMCA, to working at Walmart, to his most recent employment at Johnson and Johnson, he found friends. He enjoyed all mediums that involved exploring alternate universes, including role play through Dungeons and Dragons, movies, TV shows, anything comic related (DC was his favorite), and anime. He loved Whataburger, was an avid collector of edged weaponry, enjoyed day trips to Abilene with his brother Josiah to bookstores, and was always willing to lend a helping hand. A loving son, brother, uncle, cousin and friend, he was loved by his family and will be missed.

Jonathan is preceded in death by paternal grandparents Roy and Cathy Miller, aunt Sara Heitschmidt, and brother Casey Miller. He is survived by parents Robert and Kelly Miller, maternal grandparents Perry and Barbara Rollins, siblings Amber and Chase Bowman (Brooke, Rachel, Raylan), Haley and Isai Galvan (Aaliyah and Zion), Caleb and Brittney Miller (Aidan), Micah Miller, Josiah and Jessie Miller (Chessa), his dear pup, Star, and numerous aunts, uncles, and cousins.

A celebration of Jonathan’s life will be held on Saturday, March 28, at 11 a.m. at Sierra Vista United Methodist Church in Chapel Hall. A candlelight memorial will be held at Glenmore Park Friday, March 27, at 7:30 p.m. In lieu of flowers, the family requests a donation be made in his honor to one of the many animal rescue organizations in San Angelo.

Francis Story

Frances Story passed into the arms of her savior Jesus Christ on Monday March 23rd after a brief hospitalization.

Benis Frances Muncey was born on August 15, 1936, at home in Neibert, Logan County West Virginia. The oldest of 17 children was born to Thelma Hill and William Muncey. She was actually a coal miner’s daughter.

In 1953 she met J.E. “Dooley” Highsmith a handsome sailor from Texas who swept her off her feet. They were married July 17, 1954 in Logan County West Virgina moved to Hondo, Texas where Frances embraced being a ranch wife. They welcomed their first son Bobby in 1955 and then Bryan in 1956. The family moved to Robert Lee and then on to San Angelo where their 3rd son Harley was born. Frances worked as a cashier and secretary, finally going to work for Ethicon where she was promoted to supervisor and retired after 26 years.

Frances was a strong Christian woman who served her church faithfully. She sang in the choir and whatever else was needed.

Dooley passed in 1975. Later Frances married Lee Story in 1977. They enjoyed 25 years of marriage until Lee’s passing in 2002.0

Frances was so much to so many. She was mom to her 3 sons who she loved dearly, Five granddaughters many great and great, great children. Not to mention others who came under her care. Frances also had many friends who were like family. Frances was a gracious hostess and loved decorating her home where she enjoyed planning birthday parties and family gatherings for all holidays. She especially loved her “last Tuesday of the month” domino group.

Frances was proceeded by her parents and most of her siblings, both husbands and her son Harley.

She is survived by her sons Bobby (Cathy) Highsmith, Bryan Highsmith, Daughter in Law Jamie. Granddaughters Amber, Angela, Lisa. Melanie and Shelie and many great, great grandchildren

Pallbearers will be Don Branch, Cooper Branch, Ronny Hooker, Ted Butts, Paul McClure, Fred Preston, Don Felty



Visitation will be held Thursday, April 2nd from 5:00pm to 7:00pm at Harper Funeral Home. Funeral service will be held on Friday, April 3rd at 10:00am at Providence Baptist Church, located at 810 Austin Street in San Angelo.

Fred Stephen "Steve" Elkins

Steve Elkins, 83, a longtime resident of Barnhart, TX and former resident of Cloudcroft, NM, passed away on March 23, 2026, in Lubbock, Texas with his daughters by his side. A lifelong rancher and steward of the land, he was known for his incredible work ethic, quiet strength, and the way he showed love through showing up—before daylight, while working cattle, and wherever family and neighbors needed a hand.

Born March 8, 1943, in Longview, Texas—he came into the world while his mother was traveling to Oklahoma to be with family—he was the son of Fred Miller Elkins and Nina Blackstone Elkins. After living a short time in Oklahoma while his father was deployed in WW2, he returned to Texas to the Blackstone-Elkins Ranch, outside of Barnhart, TX, where he learned early the values that shaped his life: keep your word, take care of what’s been entrusted to you, and don’t waste daylight. He attended grade school in Barnhart, TX, Peacock Military Academy his freshman year of high school, and graduated from Reagan County High School in Big Lake, TX. He attended Southwest Texas (now Texas State University) and Tarleton State University, completed Cattleman’s school in Kansas, and then returned home to make his living on the family ranch.

For over 50 years, Steve ran cattle at Elkins Ranch with his father, Fred, and his brother, Mike Elkins, tending the herd and the country with the kind of patience you didn’t learn from a book. He believed in doing things right—mending fence tight, keeping the water wells running, and leaving the place better than you found it. Steve built barns, houses, cattle pens, scooter boats, BBQ pits, firetrucks, and buggies from old Volkswagens. He mastered every trade with precision and organization that was admired by all. He could read the weather, a set of tracks, and a calf’s attitude, and he had a gift for teaching without making a big speech—just by letting you ride along and try again.

He married Patti Holt on June 29, 1968, and together they built a home and raised two daughters, Amy and Becca. He took pride in serving his community through working local rodeos as an active member of the Reagan County Jr Rodeo Association. He was a member of the Barnhart Volunteer Fire Department where he helped with many projects including building fire trucks. He served as a board member of West Texas Rural Counties Association and received the Texas Conservation Award for Elkins Ranch. He served as a County Commissioner in Irion County for 20 years. If you knew him, you probably received a wave from the pickup, a firm handshake, and help that arrived before you finished asking.

In addition to ranching, Steve enjoyed hunting, traveling, and taking pictures of wildlife. His favorite trip was to Africa, where he loved photographing the animals. He enjoyed fishing with friends and family and took an annual trip to Port Mansfield for over 30 years. For several years, he also took buggy trips with his friends and had a lot of fun doing it. He loved to visit and tell stories—if you had a conversation with him, you could plan for at least an hour. His stories—some told straight, some told with a grin—will be repeated for years. He also loved to read, especially about Texas history and Native American history, and over the years he even became friends with the bookstore owners. He was happiest working in his shop at the ranch or in his little leather shop in Cloudcroft.

He was preceded in death by his father, Fred Miller Elkins and his mother, Nina Blackstone Elkins.

He is survived by his daughters, Amy Elkins Irvin and her husband, Brad, of Lubbock; and Rebecca Elkins Goicoechea and her husband, Mike, of Lubbock; his six grandchildren, Justin Irvin and his wife, Stephanie; Brenley Coulter and her husband, Slade; Kambree Hall and her husband, Bryan; Elic Goicoechea, Mia Goicoechea, and Dade Irvin; his five great-grandchildren, Liam Irvin, Lynnon Irvin, Blair Coulter, Emmy Hall, and Grey Coulter; his brother, Mike Elkins and his wife, Mary Lou; his sister, Kathy Beightol and her husband, Rick; and many nieces, nephews, cousins, neighbors, and friends.

Services will be held at 3 pm on Thursday, April 2nd, 2026, at Barnhart Community Center, Barnhart, TX.

In lieu of flowers, the family suggests memorials be made to West Texas Boys Ranch, in honor of Steve Elkins.

Cynthia A. Perez

Cynthia A. Barnett Perez, 60, of San Angelo Texas departed this earth on March 21, 2026. Our beloved Cindy was born on December 5, 1965, in Oklahoma City, OK. She was the one and only cherished daughter of James C. Barnett and Charlotte E. Massingill. Cindy worked for 25 years at Community Hospital in San Angelo, becoming head of the cardiopulmonary department. She entered motherhood in 1984, and later wedded Gilbert C. Perez on the 14th of July 2001, embracing additional children as her own. Cindy became a saving grace to both the sick and motherless, leaving an enduring legacy. Preceded in death by both parents James and Charlotte, brother Paul, and son, Gabriel Rodriguez.

She is survived by her lifelong partner Darryl Harding of San Angelo; father of her children Gilbert Perez (Linda), son Joseph Ray Perez (Mercedes) and three daughters; Heather Brook Stone (Jessica), Chelsea Marie Perez and Alexis Renee Perez. Grandchildren who lovingly called her ‘Meme’; Crista Orozco (Alan), Tristian Rangel, Roman and Anthoney Rodriguez. Jedidiah G. Perez who she affectionately called ‘Bug’, Cyrus, Adalei and Hosanna Gonzales. Great grandson; Gabriel Orozco, being named after her late son, Gabriel R. Nieces and nephews; Whitney and Joshua Barnett, Tyme Barnett and Tamra Rich. Great nieces and nephews; Eviana and Xiana Luckey, Lynnix and Kreed Barnett. Bryson, E’Ana, Lashe’a and Kyren Garrison. Colton Lutrick and Kai Nguyen.

Special mentions of cherished friends; Kelly Gavit, Rebekka Harris and daughter, Carla W. Huskey, Pamula Bump and Kacy Hart. Hernan A. Zarate, MD., Cindy’s pulmonologist, provided compassionate care on her path to wellness. The family would like to express their gratitude to lifelong friend and generous benefactor, Catrina l. Hale Shafer.

Services are under the direction of Harper Funeral Home of San Angelo, Texas. Visitation and viewing for friends and relatives of Ms. Cynthia will be held at 3p.m. Wednesday, April 1, 2026, at Harper Funeral Home in San Angelo. The memorial service will proceed thereafter with Evangelist Samuel Duran officiating alongside music minister Rudy Castanada and musician Wille Alvarado.
