Joe R. Kilman

Joe Kilman, 91, died quietly at home in San Angelo, Texas on November 25, 2025. He was a beloved son, husband, father, grandfather, great grandfather, and friend. Joseph Ray Kilman, Jr. was born on September 28, 1934, in Temple, Texas, to Dr. Joseph R. Kilman, Sr. and Sara Kilman (Forrester), and spent his childhood in Temple.

Joe married Linda Stark Kilman on November 26, 1960, and together they shared 65 years. He earned a BBA from Baylor University in 1957 and went on to graduate as Class President from the University of Georgia School for Executive Development. He also graduated from the Mortgage Banking School at Southern Methodist University and completed further studies at Indiana University’s Graduate School for Savings and Loan Associations.

After receiving an honorable discharge from the U.S. Army in 1962, Joe started his career managing two branches of Oak Cliff Savings & Loan in Dallas. In 1971, he moved to San Angelo to become Executive Vice President of First Savings & Loan, then advanced to President & CEO of First Texas Savings in San Angelo and Lubbock in 1974. Later, he joined Central National Bank in San Angelo as Senior Vice President, and in 1991, founded Kilco Financial Services. From 2010 to 2025, Joe served on the Board of Directors at The Bank & Trust of Del Rio, Texas.

Joe dedicated much of his life to civic engagement. He was active in San Angelo Industries, Inc., serving as both board member and President; he also served as President of the Angelo State University Ram Club from 1978-1979. Joe held many leadership roles including ones at West Texas Boy’s Ranch, San Angelo Chamber of Commerce, and the San Angelo YMCA. Throughout his career, he contributed to numerous non-profit boards in Richardson and San Angelo, including the San Angelo Symphony, Rotary Club, and Richardson Texas Jaycees—where he was honored as outstanding Chairman for Texas Jaycees in 1970. Joe and Linda were also honored by the Nathan Donske Scholarship Award given to Angelo State University. Professionally, Joe was involved with the San Angelo Homebuilders Association and the Texas Bankers Association, serving as Chair of the Marketing Division from 1987 to 1989.

A passionate golfer, Joe belonged to the San Angelo Country Club for 54 years, serving as an officer, board member, and Past President of the Men’s Golf Association. Joe was also a longtime member of First Presbyterian Church where he served as an Elder.

Joe’s greatest joy was his family. He is is survived by his wife of 65 years, Linda; their children Carol A. Kilman, Karen Shannon, Buck & Kelly Kilman, and Sharon & Mitch Lane; six grandchildren—Lindsey Clines (Seth), Kelsey Settles (D.J.), Logan White (Tommy), Jamey Lane, Mitchell Lane (Addison), and Emily Kilman; and eight great-grandchildren—Hayden, Calvin, Blakely, Hallie Jo, Weston, Maverick, Penelope and Thomas. Extended family members and many lifelong friends, including his golf group, breakfast and coffee groups also mourn his passing.

He was preceded in death by his parents – Joseph Ray and Sara Kilman, grandparents — John R. Kilman and Alice Ray Kilman, H. LaClede Forrester and Irene McCarty Forrester — and several aunts, uncles, and cousins.

The family would like to thank Hospice of San Angelo and Visiting Angels for all of their help and support in the last month of his life.

The family will have a private service in December and a celebration of life in the New Year. Those wishing to honor Joe’s life may make memorial donations to West Texas Boys Ranch, Angelo State University Ram Club or Hospice of San Angelo.

Irene Martin "Lil Sugar" Tumlinson

Susan Irene Martin Tumlinson, 73, of San Angelo, TX passed away on November 25, 2025 at her home in Carlsbad surrounded by family members.

Irene was born June 25, 1952 in Hobbs, New Mexico to Paul Martin and Betty Ernst Martin. She was the youngest of three children and lived in Eunice, New Mexico until her high school years when she moved to Rankin, TX, graduating valedictorian of her Senior Class. Irene obtained a Bachelor’s Degree in elementary education from ASU and went on to teach in Wellington and McCamey. Following her teaching career, she was employed at Ratliff & Edwards Attorneys as Office Manager for almost 40 years before retiring.

Irene married the love of her life, Larry Tumlinson, on May 28, 1988 in Hobbs and they lived 37 years beautiful years in San Angelo and Carlsbad. She worked with Larry in his business, GPC Services, for 37 years, until he retired in 2023. She will always be Larry’s “Lil Sugar”.

Irene is survived by her husband, Larry; sister Elizabeth (Liz) George and husband Pat; brother Jack D. Martin and Wanda Foust; and numerous nieces, nephews and cousins.

She is preceded in death by her parents, Paul and Betty Martin, and grandparents Oscar and Edna Ernst and Oscar and Viola Martin.

Irene had a big personality and an even bigger heart. She had many friends, but her special friendship with Jan Gregory endured for 55+ wonderful, fun-filled years. These best friends worked, traveled, argued and cried together through all these years. Jan was always a loving presence in Irene’s life, even when dementia threatened their relationship. Irene’s dog, Bear, was also her constant companion for many years and you didn’t dare get too close to Irene when Bear was in the room.

Not only was Irene passionate about her relationships with her family and friends, she had a true passion for recycling everything, anything purple, Coca Colas and ice cream.

Harper Funeral Home in San Angelo is in charge of arrangements. A graveside service and burial will be held at 3:00 pm, Saturday, November 29, 2025 at Lawnhaven Memorial Gardens. Wearing purple would bring a smile to Irene’s face as it was her very favorite color.

In lieu of flowers, please consider a donation to Hospice of San Angelo or another charity of your choice. During Irene’s final days of suffering with the effects of dementia, she was lovingly cared for by this agency’s wonderful nurses and caregivers.

Warner Phillips

Warner Phillips, age 87, was born on January 4, 1938, in San Angelo, Texas, to George W. Phillips and Olga Key Phillips.

He graduated from San Angelo High School in 1956 and attended San Angelo Junior College for one year before enrolling at Texas Tech University. While at Texas Tech, he met Janet Bowlin of Fort Worth. They married on June 2, 1961, in Fort Worth, Texas.

In September 1961, Warner was called into active duty with the Texas National Guard, 49th Armored Division, and served at Fort Polk, Louisiana. During his service, he attended Officer Candidate School at Fort Sill, Oklahoma, and upon graduation was commissioned as an Officer in the U.S. Army Reserves. He was honorably released from active duty in August 1962.

Warner worked in the construction industry in Texas and Oklahoma until 1973, when he established his own construction business in Florida and later in Alabama. In 1978, Warner and Janet returned to Texas, where he purchased the J.P. Bowlin Company from Janet’s father. The company specialized in scale services with offices in Fort Worth and Houston. Warner sold the business in 1998 but continued to operate it for its new owner.

In 1991, Warner and Janet built their retirement home on Lake Livingston in Polk County, Texas. Warner officially retired in December 2003, and together they spent as much time traveling as possible. In March 2006, they moved from Lake Livingston to the Rio Concho West Retirement Community in San Angelo.

Warner and Janet have one daughter, DeAnn Elizabeth Phillips, who resides in California.

Warner was an active member of the First Presbyterian Church of San Angelo, where he served as an Elder and on the Stewardship Committee. He was also a proud third-generation Mason.

He was preceded in death by his parents, George W. and Olga Key Phillips of Fort Worth, and his sister, Phyllis Jackson of Dublin, Texas. He is survived by his devoted wife of many years, Janet Bowlin Phillips; his daughter, DeAnn Elizabeth Phillips; his sisters Judy Braun and husband Pete of Lubbock, Texas, and Jan Reed and husband Jack of Midland, Texas; as well as numerous nieces and nephews.

The Memorial Service will be 2:00 P.M., Friday, December 5, 2025, at the First Presbyterian Church in San Angelo.

In lieu of flowers, donations may be made to the First Presbyterian Church of San Angelo.

Janice Rodgers Allen

Janice Rodgers Allen, 66, of San Angelo, Texas, went to be with our Lord and Savior Jesus Christ on Monday, November 24th, 2025.

Janice was born on March 19th, 1959, in San Angelo, Texas, to James Rodgers, Sr., and Altha Estella Williams Rodgers.

She attended Reagan Elementary, Edison Junior High School, where she was a prominent Crimson Tide Cheerleader, and Central High School, where she was a Bobcats Gymnast. Janice was prolific as a gymnast. Janice was the first African American of the High School Division to place in the gymnastics state competition in 1977. In her senior year, she represented the Rosary Reading and Arts Club of San Angelo, Texas, as a Debutante.

Janice accepted the Lord at an early age and was baptized and filled with the Holy Ghost. Janice was formerly an Evangelist Missionary and First Lady.

She ministered and encouraged so many people. She was First Lady at Johnson Memorial Church of God in Christ in Lamesa, Texas,” for several years. Her quote, “Don’t stop praying.”

She was a devoted, loving, and talented wife to the late Pastor-Evangelist Wayne Avon Allen. They were married on June 17th, 1978. To this union, they had three children: Arvin Allen of Little Elm, Texas, Tyrone Allen (preceded in death), and LaTrinda Allen Murphy (Eric) of San Angelo, Texas. She has four grandchildren, Jordon Washington, Jonavin Allen, Jazmyn Allen, and Arianna Allen, to cherish her memory.

She also leaves to cherish her memory her siblings, James Rodgers Jr., (Carmen), Sharon Denise Rodgers Njemanze, (Charles), Elder Ronald De Wayne Rodgers, (Debra), all of San Angelo, Texas. Patricia Ann Rodgers Tubbs of Lubbock, Texas, Regina Rodgers Rollins (Earl) of Irving, Texas, Bruce Graham of LA, California, and Larry Chance (preceded in death).

And a host of nieces and nephews.

Public viewing will be from 10:00 A.M., - 7:30 P.M., Friday, December 5, 2025 at Harper Funeral Home. The Wake Service will be 5:30P.M. – 7:30 P.M., Friday, December 5, 2025, at Harper Funeral Home. Her Celebration of Life will be 11:00 A.M., Saturday, December 6, 2025, at New Jerusalem Church of God in Christ in San Angelo. The burial will follow at Lawnhaven Memorial Gardens.

For I am now ready to be offered, and the time of my departure is at hand. I have fought a good fight. I have finished my course; I have kept the faith.

Howard Edward Loveless

Howard Edward Loveless, a member of an old-time pioneer ranch family in southeastern Concho County, quietly departed to his heavenly home on November 24, 2025. Howard was born in Brady, McCulloch County, Texas, on December 27, 1936. He was the son of Will Loveless and Grace Ophelia (Pearson) Loveless. He was the fifth child of six children. He was reared in Concho County, Texas.

Howard graduated from Eden High School in 1955 where he was president of his senior class. He became a member of Eden First Baptist Church in 1946. Howard and his brother, Will Ray, took an interest in cattle in grade school, and at the age of 12, he exhibited his first 4-H club steer under the direction of Mr. Ed Whitesides who was the Concho County Extension Agent at that time.

Howard is a graduate of San Angelo Junior College, Class of 1957, with an Applied Arts degree. While attending “SAC,” he was a member of the Concho Aggies, was a member of a winning livestock judging team traveling to Oklahoma City, Oklahoma in 1957, and was a student council representative.

On his birthday on December 27, 1958, he took his high school sweetheart, Margaret Rose Jesse, to be his bride. They have been married for 67 years.

In 1960, Howard received his B.A. degree with a major in Finance from Texas Technological College in Lubbock, Texas. While at Tech, Howard was a charter member of Phi Alpha Kappa finance honorary fraternity.

Howard spent six months active duty with the U.S. Army in 1959 in Fort Hood, Texas and Fort Chaffee, Arkansas. He then spent five and one-half years with the National Guard of Texas in a rifle company in the 36th Infantry Division.

In 1960, following graduation from Tech, Howard returned to Eden to join his father in the ranching business. His father passed away in 1962, and Howard continued ranching with the estate until 1969 when he began his own independent ranching operation.

During his years in ranching and business, Howard served on various boards and committees including the Concho County Community ASC Committee, Concho County Board of Equalization, Concho Central Appraisal District Board, and trustee on the Eden ISD School Board. In 1964, Howard became a member of Trinity Lutheran Church in Eden where he held various offices in Aid Association for Lutherans Branch 1648. He also served on the board of the Eden Youth Center and the Barrow Museum in Eola, Texas.

In 1975, a board was established for the Loveless Cemetery of which Howard was a member and subsequently President.

In 1978, Howard was appointed by Gov. Dolph Briscoe to serve on the Lower Concho River Water and Soil Conservation Authority. Also in that year, he served as Concho County Clements for Governor Campaign Chairman. In 1979, he served as Concho County Finance Chairman for Gov. Clements. He was a member of the Texas Sheep and Goat Raisers Association and the Texas Farm Bureau, and he served on the board of the Concho County Farm Bureau.

Howard considered himself one of the most fortunate people on earth because he could work at a job he loved. He raised Angus cattle, Rambouillet sheep, Angora goats, and later, Spanish/Boer cross goats. He loved his livestock and took care of each one as his own child. He was a true conservationist in his belief and in his ranching interests. He respected the land and its resources and greatly loved live oak trees. He did not take his blessings for granted.

Howard was very generous in caring for his family of four. In the summer of 1992, the family toured Europe by car visiting points of interest in France, Holland, Belgium, Luxembourg, Germany, Austria, Switzerland, and Italy. Also, London, England and surrounding areas including South Wales, Great Britain.

Howard is survived by his wife, Margaret Rose (Jesse) Loveless, of Eden; his son, David Conn Loveless, of Bountiful, Utah; his daughter, Karen Rose Loveless, of Eden; one grandson, David’s son Dawson Conn Loveless and wife Destiny, of Knoxville, Tennessee; four sisters: Mrs. Glenda Leifeste, of Eden; Mrs. Mary Grace Patton, of Kerrville, Texas; Mrs. Carolyn Moody, of Eden; and Miss Ana Frances Loveless, of Eden; as well as 16 nieces and 14 nephews.

Preceding him in death were his parents, Will and Grace Ophelia (Pearson) Loveless; his brother and sister-in-law, Will Ray and Cecilia Loveless; and three brothers-in-law: Bill Leifeste, Ronald A. Patton, and Wendell Moody.

After Howard became aware of his diagnosis, as a way of saying good-bye, he made a list of names of his special friends. If he missed your name and you have fond memories, consider your name among those listed. You know who you are.

Pallbearers: Steve Moody, Smokey Taylor, Scott Sorrell, Rick Troglin, Don Barfknecht, Shawn Brewster.

Special Friends: Troy Allen Choat, Tim Brewster, Owen Gray, Jesse Johnson, Jimmy Johnson, Jerri Johnson, Dr. John Hunt, Jaun Barba, Garrett Ellis, Paul Leifeste, Larry Patton, Adam Torres.

Special Neighbors: Tony Barfknecht, Ban Green, Alan Osburn, Mark Osburn.

Special thanks to Dr. A. Taylor Kingman, Shannon Hospital 4 South staff, Hospice of San Angelo, and Brady West Rehab and Nursing.

A public viewing will be held at Eden Funeral Home from 8:00 am to 7:00 pm on Monday, December 1, 2025. Howard’s memorial service will be held on Tuesday, December 2, 2025 at Trinity Lutheran Church in Eden at 2:30 pm with a private burial in the Loveless Cemetery.

Anthony James "Jim" Strappel

Jim was born on June 16, 1943, in Honolulu, Hawaii, to Walter and Bessie Strappel.

He attended West Point Post School in grade school and junior high, (meeting Carolyn in eighth grade in 1957, in Dr. Burton’s class). Jim said Carolyn was “way out of my league,” and Carolyn said, “A lot of girls liked Dad.” Jim graduated from Highland Falls High School, in Highland Falls, NY thereafter. Jim met Carolyn again in 1962 and this time it didn’t take long for them to decide to begin a life together. Their sacred marriage covenant began on August 31, 1963 in Highland Falls, NY.

Jim began college, with Carolyn’s loving support right away, graduating and entering the work world. They began their work of building a home and a life together in New York State. Upon graduation from Orange County Community College, Jim interviewed with Westinghouse, IBM and GTE, ultimately settling on GTE. In 1978, GTE was sold in New York State, providing the family an opportunity for a new adventure - moving to Texas that same year, as Jim was transferred to work in the General Office in San Angelo, TX. Jim continued to be steadily promoted through the ranks.

This work relationship resulted in a decades-long career that served the Company and the Strappel family abundantly. Jim retired in 1995 after twenty-eight years of service, putting his children and grandson through college and providing everything his family could possibly need.

Jim was known for his driven nature and competitiveness, and that manifested in sports, his work ethos and anything he set out to accomplish.

Jim was an avid and accomplished hockey player in high school and early adulthood, essentially passing on an opportunity to hone those skills in a promising professional setting in favor of his commitment to Carolyn and starting a family.

Jim competed in baseball and football in high school and in drag racing throughout most of his life, enjoying that activity with his son-in-law into his seventies, competing in drag racing competitions together with a 1964 Pontiac GTO - almost identical to the car he drove in 1965.

More importantly, and notably, Jim knew what integrity and honor meant, and he always let that guide him in his decisions, relationships, in his marriage and fatherhood. He approached his life simply and commanded a quiet strength that all of us benefited from, friends and family. Jim let his actions do the talking, and understood that love meant sacrifice. He sacrificed for many, due to the love he had for so many.

Grace Christian Church was Jim’s church home for 45 years. He invested his time, efforts and love there in a variety of capacities. Jim was a man of faith with the heart of a servant. He would never say no to anything, from being a church elder, deacon, trustee, and worship leader, to a window washer, light bulb changer, kitchen organizer or painter. He played an important role in establishing a columbarium at First Christian Church, later to become Grace Christian, and the project was close to his heart.

Jim was grateful for his faith family, and as much as anything, it formed him, slowly and steadily over the decades. It was a relationship of love, loyalty and commitment that served to “feed” him and the community. Jim always looked forward to being at the church whether it was to sign checks, clean out the attic, lead worship, work in the food pantry, pray with family or just visit with Cheryl, Debbie, Joann or Lee. He treasured them and the way they gave to the church.

Jim had a great passion for and worked in many ministries. He worked with the Food Pantry, Living Nativity of the Concho Christmas Celebration, Texas Wheelchair Ramp Project and Meals for the Elderly, to name only a few.

His retirement was full of grandson time, great-grandson time, lots of ball throwing and tug of war with Gracie (their yellow lab), gardening, feeding the fish and birds, drag racing and quiet moments at the lake with Carolyn. Additionally, some of it was spent loyally supporting his college team of choice on Saturdays.

After his grandson’s graduation from Texas A&M, he cheered for the same team every Saturday and looked forward to the family gathering around the living room to share an Aggie victory (most times).

Jim’s humility, compassion, drive and commitment inspired all who knew him. He loomed large in his family as the leader and humbly served his precious faith community with love. Jim will be remembered most for the love he had for his family, and the rock solid, steady support of those he loved.

Jim’s greatest love was his family - particularly and especially his abundant love for his wife and their marriage that lasted 63 years and radiated inspiration to us all. Jim’s presence, hearty laughter, genuineness, loving smile and steady nature will be missed always. He was our rock in difficult moments.

The family would like to acknowledge the loving, qualified care that Jim received from the staff at Gentiva Hospice here in San Angelo. Jeanie, Danielle Bethany, Monica and Christie.

Jim is survived by his loving wife, Carolyn; son, Anthony Strappel (Nancy); daughter, Julie Wheat (Neil); grandson, Garrett Wheat (Kelly); great-grandsons, Walker Wheat and Cooper Wheat; nephew, Frank Blackmon (Clare); nephew, Robert Paul Strappel and niece Barbara Fender.

Jim is preceded in death by his mother and father, Walter and Bess Strappel and brother, Robert “Bob” Strappel.

Jim’s memory will live forever in the hearts of all those that knew and loved him.

A Celebration of Jim's Life will be held at 2:00 P.M., Tuesday, December 2, 2025 at Grace Christian Church in San Angelo.

Delfina Ramos Leal

Delfina Ramos Leal, 70, passed away on November 22,2025 surrounded by her family.

Delfina is survived by her loving husband Javier Leal and children Rachel Marie Leal, Matt Leal and Joseph Leal.

A Rosary service will be held Friday, November 28, 2025 at Sacred Heart Cathedral of at 9:30am followed by Funeral Mass at 10:00am to be followed by a graveside service at Grape Creek Cemetery.

Robert Dan Davenport

Robert Davenport (Bob) moved to heaven on November 21, 2025, in San Angelo, TX at the age of 80, surrounded by his family. Bob was a loving husband, father, grandfather, and great friend. He was born on March 11, 1945, in Paris, TX to William David Davenport and Genevieve Davenport King.

Bob graduated from East Texas University with a bachelor’s degree and moved to Dallas, TX. While in Dallas, Bob met his wife JaNae Shaw Davenport, and they were married on Sept 24, 1977. Shortly after marriage, they moved to Lubbock, TX where Bob became the general manager of Varsity Bookstore until retirement in 2014. After retirement, Bob and JaNae relocated to Burleson, TX where he worked for his favorite baseball team, The Texas Rangers, as an usher. He accomplished his goal of seeing all the major league baseball parks before moving to Grape Creek, TX in February 2025.

Bob’s life was defined by faith in Jesus and his family. His service to the churches he was a part of was very important to him. He had a hunger for God’s word, reading it daily until his disease kept him from reading. He would light up when family and friends would enter the room. His generosity was unparalleled.

Bob is survived by his wife of 48 years, JaNae Davenport, of Grape Creek, TX, his daughter, Chandra Davenport, of Dallas, TX, son, Chad and wife Amber Davenport of Grape Creek, TX, grandchildren Hannah, Judah, Selah, Serah, Leah Davenport of Grape Creek, TX, and nieces and nephews.

He was preceded in death by his parents, siblings Jack Davenport, Joe Davenport, Johnny Davenport, Billy Davenport and Susan King Kocian.

Services will be Saturday, November 29, 2025, 11 AM, Grape Creek Baptist Church, San Angelo, TX.

In lieu of flowers, donations may be made to Grape Creek Baptist Church, 9781 North Grape Creek Road, San Angelo, TX, 76901.
