Standard Conversation in Effect — Nov. 1 through March 31: Water yards once every seven days. Allowable application rates: up to 1 inch per week. Prohibited watering hours: noon to 6 p.m. Hand watering of lawns, gardens, landscape areas, trees, shrubs or other plants being grown outdoors or foundations may be done on any day, except during the prohibited watering hours of noon to 6 p.m., provided the allowable application rate of 1 inch per week is not exceeded. SAN ANGELO, TX — In a bizarre plot twist, UPS is texting and emailing the 10 or so workers who showed up Monday for their first day of work asking each why he or she did not show up. The new hires at UPS were told to be at the San Angelo UPS Customer Center on Porter Henderson Dr. At 7:50 a.m. Monday morning. When the workers arrived, they were told there were no jobs because the jobs had been outsourced.
