On Friday afternoon, the City of San Angelo announced a vast majority of the city is now in the green zone - meaning no water restrictions are in place for those neighborhoods.
The freezing temperatures prompted animal advocates to set up a temporary animal shelter at the Taylor County Expo Center. But according to city officials, the advocated are running an illegal kennel.
