The Driver of the Roller will be issued a Citation and a Pink Slip. Expect the Paving Department to issue a Request For Hire of Replacement Employee real soon. Maybe two; where was the Flagman?
So the Driver of the SUV had right of way; did he or she slow down and observe that there was construction equipment in vicinity and prepare to stop? Probably not; easy money here for Julio, Tom, or Achmed. And a Medical Check up!
