At 3 p.m. this afternoon, San Angelo police were dispatched to a possible drowning in the Concho River near the RiverStage.
Officers made contact with several witnesses who stated that a man had fallen into the water. One witness stated the man came up several times and appeared okay. Witnesses told police they saw the man resting near a stone pillar near the Chadbourne Street Bridge. One witness stated that the man then went under and did not reappear. Several witnesses said that they attempted to locate the man but were unsuccessful.
Members of the San Angelo Fire Department arrived and entered the water. They were able to locate the victim who was unconscious. The victim was transported to Shannon Hospital where he is in critical condition.
It is believed the victim was under water for a period of 15 to 20 minutes.
Police identified the drowning victim as 61-year-old Oscar Longoria.

And nobody thought that maybe they should jump in and try to save him? Just stand there and watch the guy drown?? Of course we wouldn't want people to get their clothes all wet. Real classy San Angelo...

Classy reading flight watch. Also, it is common that when someone attempts a rescue, they end up being pulled under themselves. Unless trained properly, this can be somewhat dangerous. The person already drowning is in such a state of panic that they are willing to do anything to catch a gulp of air, even if it means pulling someone else down to get it. I don't think I would stand idly by, but not everyone is in good enough physical condition to feel comfortable attempting such a feat, especially when it means risking your own life. It says the guy came up several times, and was seen resting at one point. People obviously had their eye on him. Was it for a reason? Was he acting weird, strung out on something? You just don't know, unless you were there. Real classy flight watch...
