SAN ANGELO, TX — A San Angelo man has been indicted on multiple felony charges in connection with a 2024 Halloween morning crash that killed a 10-year-old child and another driver.
Court records show Shelton Bailey McDonald, 29, was indicted Aug. 13, 2025, in Tom Green County on six counts — two counts of manslaughter and four counts of aggravated assault with a deadly weapon. Each charge is listed as a second-degree felony, and the indictment sets bond at $50,000 per count.
However, the Tom Green County Sheriff’s Office inmate roster lists McDonald as being held without bond.
The aggravated assault charges stem from McDonald’s alleged use of his pickup as a deadly weapon, according to the indictment.
The case arises from an Oct. 31, 2024, crash at U.S. 87 and March Road. Authorities said McDonald was driving a 2022 Ford F-250 when he failed to stop at a sign and struck two northbound vehicles.
Rudy Ramos, 41, of San Angelo, and a 10-year-old passenger in his Chevrolet Spark, were pronounced deceased at the scene. Three other occupants of the Chevrolet, including Annie Marie Puga, 30, and two young children, suffered minor injuries and were treated at Shannon Medical Center.
The third driver, Rosendo Zapata, 42, of San Angelo, was not injured.
McDonald was booked into the Tom Green County Jail on Sunday, Aug. 17, 2025, where he remains.
