9 Puppies Abandoned at San Angelo Animal Shelter as Facility Faces Overcapacity Crisis

SAN ANGELO, TX — Nine puppies were dumped in a cardboard box in the driveway of San Angelo Animal Services around 5 a.m. On Wednesday, the latest incident in what the shelter described as a surge of owner surrenders that has pushed it over capacity.

In a Facebook post on Wednesday, the shelter said it has been “inundated with owner surrenders” over the past week and called the abandonment of the puppies a “heartbreaking incident” that is now under investigation.

Shelter officials said continued non-compliance with microchip, vaccination, and spay/neuter requirements remains a major issue contributing to overcrowding, forcing difficult decisions about which animals can stay.

The post urged residents to help by spaying and neutering pets — calling it the top way to reduce pet overpopulation — adopting from the shelter and fostering through local rescues to free up space.

“Together, we can make a difference,” the shelter wrote, asking the public to share the message.

The facility is located at 3142 N. U.S. Highway 67.
