Andrea Mendoza, 20, of San Angelo, is being held without bond after her DWI arrest Sunday, March 16, 2025.

Mendoza was allegedly involved in a hit and run that killed James Dwyer, 53, on Aug. 4, 2024.

According to court documents, a call for service dispatched officers to the intersection of 32nd Street and North Chadbourne Street on Aug. 4, 2024, regarding a subject down. There, the investigator learned that an officer located Dwyer on the west side of the roadway.

The investigator was advised that Dwyer was in extreme need of medical treatment. The officer said that tourniquets were applied to Dwyer, who had a weak pulse.

Medics arrived on the scene and began treating Dwyer, but he succumbed to his injuries and passed away.

On scene, the investigator spoke to four complainants who said they observed Dwyer on the ground and not moving, so they called 911 for emergency services. The four individuals did not see the accident take place.

A suspected vehicle, a white Mercury Sable with the license plate number TTH9269, was left close to the scene at 31st Street and North Chadbourne Street. The registered owner of the suspected vehicle was Mendoza. The investigator advised patrol officers to go to the listed address for Mendoza and attempt to contact the residents.

The scene of the crash stretched approximately one block, and the vehicle involved had blood and a dent in the hood and on the roof. The passenger side windshield was broken and hanging on the inside of the vehicle.

At Mendoza’s listed address, a detective spoke with her grandmother who said she was called to pick up Mendoza and Krystal Robles at the Shell gas station located at 2902 North Bryant Boulevard.

Mendoza allegedly admitted to driving the vehicle that struck and killed Dwyer before she left the scene of the accident. The detective then said that Mendoza’s grandmother attempted to take her and Robles back to the scene of the accident, but they both fled from the vehicle.

Investigators were later told that Robles called dispatch about Mendoza allegedly committing the hit-and-run accident. The detective went to speak with Robles, who stated Mendoza was operating the vehicle and struck Dwyer before they both fled the scene.

Mendoza has a jury trial set for April 21, 2025.
