SAN ANGELO, TX – Special agents with U.S. Immigration and Customs Enforcement’s (ICE), Homeland Security Investigations (HSI) San Angelo arrested a Peruvian national Monday wanted in Peru in connection with the 1991 “Santa Barbara Massacre.”
According to a press release from HSI, on Sept. 17, HSI San Angelo special agents arrested former Peruvian Army Second Sergeant Dennis Wilfredo Pacheco-Zambrano, 48, in San Angelo. Pacheco is wanted in Peru for his alleged role in the July 4, 1991, torture, rape and extrajudicial killing of 15 Peruvian civilians in the rural village of Santa Barbara, Peru.
HSI San Angelo first learned that Pacheco might be residing in the area after receiving a tip from the ICE Human Rights Violators and War Crimes Center (HRVWCC). HSI San Angelo special agents launched an investigation into the whereabouts of Pacheco and tracked him down residing in San Angelo, Texas.
Following Pacheco’s arrest, Special Agent in Charge Katrina Berger, HSI Dallas, praised the special agents who successfully apprehended the alleged war criminal and made clear that Texas is the wrong place for human rights violators to seek refuge.
Since 2003, the HRVWCC has issued more than 75,000 subject records for individuals from more than 110 countries and stopped more than 260 suspected human rights violators and war criminals from entering the U.S. It has supported ICE’s removal of 908 known or suspected human rights violators from the U.S. and has facilitated the departure of an additional 122 such individuals.
The HRVWCC’s support of the field has led to the arrest of more than 410 individuals for human rights-related violations of the law under various criminal and immigration statutes.
It is currently supporting more than 135 criminal investigations into suspected human rights violators and is pursuing more than 1,750 leads and removal cases involving suspected human rights violators from 95 different countries.

PermalinkJust over 2 hours away, south of the border, there's a culture of violence and criminality that thrives, and is dependent upon a very specific set of ideal conditions.
People are either terrorized into silence, or lured into the lifestyle, while the authorities are unable or unwilling to maintain order. The Mexican press faces constant barrages of gag orders from the government and tourism industry, to either play down or outright ignore the crime rate. Apathy, widespread corruption and fear provided the perfect climate, and the end result is the 2000 pound gorilla (cartel violence spillover) that the U.S. will subsequently have to address and deal with.
We ARE on that list, MjNS , and on that list is every 'sanctuary' cesspool like San Fransisco.
You'd think Lazarus wrote "bring me your criminal, your useless, your huddled opportunists..." .

PermalinkFor that well thought out reply. Coming from a very small community in NS Canada, I forget the evil that is so very close to me now, just on the other side of the border. There are days when I ask myself why the hell I live here. My husband grew up here, but has not lived here for many years, being in the USAF. He is now retired, and we thought it would be a nice town to live in, with family here. When he grew up here, the crime rate was a fraction of what it is now. We found out in the two years we have been here that it could be a really lovely place to live, if it were not for the gangs and drugs. It just is so sad to see criminals destoy a beautiful town like this...

PermalinkThe definition of "terrorism", as described by The U.S. Code of Federal Regulations, is "the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives".
Cartels and gangs should be labeled as "terrorist organizations", the lack of ideological or political motivation is (or should be) irrelevant, as the aforementioned description outlines the criminal intent: to illicit widespread emotional responses from the public and rivals, by way of violence and intimidation.
This "War on Terror" should yield some sort of demonstrable usefulness, other than feeling me up at the airport.
