Robert Smith, 46, was arrested early this morning for the sexual assault of a 40-year-old woman.
Officer Tracy Gonzalez, public information officer for the San Angelo Police Department, said officers were dispatched to the area of Powell and Baker just after midnight for the report of an unknown problem.
“They located a woman who appeared to have been beaten,” said Gonzalez. “An investigation began and officers learned the woman, age 40, alleged to have been the victim of Sexual Assault.”
Gonzalez added that detectives responded to the scene and later interviewed Smith. At the conclusion of the investigation, Smith was charged. She added that Smith and the victim are acquainted.
Also booked into the Tom Green County Jail since our last update, Kenzie Tutt, 21, was arrested for Assault Cases Bodily Injury and Evading Arrest Detention.
Officer Gonzalez said officers were dispatched to the unit block of E. 10th St. for a fight in progress. While en route, they learned the fight was between two females.
When officers arrived, they located Tutt screaming and advancing towards two other females who were on a front porch of a residence. One officer gave Tutt several commands but she refused to comply. Another female at the scene attempted to hold onto Tutt’s arm to prevent her from hitting the females who were on the porch.
"The officer told Tutt she was going to be handcuffed and detained during his investigation, but again, Tutt refused to comply, yelled at the officer and attempted to get away," said Gonzalez. "The officer attempted to maintain control of Tutt but she resisted and the officer called over the radio to notify responding officers that a subject (Tutt) was fighting him."
Gonzalez stated that once the officer gained control, Tutt was handcuffed and escorted to the patrol car. Initially, Tutt refused to get inside the patrol vehicle, and once inside, she began to try to stand up to prevent the officer from protecting her with a seatbelt. Tutt also banged her head against the vehicle’s plexi-glass partition, and kicked the plexi-glass with both feet.
"At the conclusion of the investigation, Tutt was arrested for assaulting an 18-year-old female," said Gonzalez.
Including these two individuals, 16 people were booked into the Tom Green County Jail since our last update. Eight people were arrested on outstanding warrants, one person on a new complaint and outstanding warrant, and seven people on new complaints.

- Evading/Resisting Arrest Detention: 2
- Assault Causes Bodily Injury: 1
- DWI: 1
- Possession of Marijuana: 1
- Unlawful Carrying of Weapon: 1
- Public Intoxication: 1
