Over the course of five days, local law enforcement arrested and booked 94 inmates into the Tom Green County Jail. Out of those arrests, 53 people were booked on new complaints.
Assault was the leading cause for people being detained over this past weekend. In fact, there were a total of 21 counts.
One San Angelo man, David Thorn, 18, was arrested March 18 for resisting arrest search or transport, failing to identify giving false/fictitious identification and assaulting on a police officer. Assaulting a police officer is a Class C Misdemeanor.
Sgt. Cade Solsbery, public information officer for the San Angelo Police Department, said officers were dispatched to the 8000 block of Sentinel Circle to assist an off duty deputy who was out with a party. The deputy at the party advised that several subjects and vehicles fled the party as he inspected it due to the smell of burnt marijuana.
Solsbery said, “One of the cars that he had been seen leaving drove back by and an officer stopped the vehicle.”
The driver of that vehicle was David Thorn. The officer made contact with Thorn, and, upon walking to the car, he could smell the odor of marijuana coming from inside his car.
Solsbery said, “Thorn did not follow instructions given by the officer to exit the vehicle so a probable cause search could be conducted, and, after several attempts to have Thorn step out of the vehicle, the officer reached in to unbuckle Thorn’s seatbelt to get him out of the vehicle. Thorn actively resisted the officer.”
After the struggle, the officer was able to get Thorn out of the car and place him under arrest.

Out of the 53 people booked on new complaints, seven had a combination of outstanding warrants. Forty people were arrested solely on outstanding warrants.

I am David Thorn's mother. I would like to request that you take down his picture. He is 17, still lives at home and is a high school student. When David was "resisting arrest" he was seated, in a vehicle, secured by a seat belt. The "assault" occurred when the officer ripped open the door, reached into the vehicle and came across David to unbuckle his seat belt, then proceeded to use her taser on him. He raised his hands to the steering wheel and he thinks that may be what she deemed as "assault". In your article the officer states that David was "actively resisting arrest".
He has not been convicted and we are meeting with a lawyer regarding the charges and the circumstances surrounding his arrest.
We have requested information from the SAPD but were told that it would take up to 10 days to receive the requested documentation. We would like to obtain video and audio but have yet to receive these items. We are very concerned about the SAPD's use of a taser on a seated 17 year old as well as police protocol used during the incident.
David's story is that he was scared and asking the officer why he was in trouble when she forcibly opened the car door. He says that it all happened really fast and he feels like it escalated very quickly. He was not intoxicated nor under the influence of marijuana. None was found on his person, although one of his passengers was in possession of an undisclosed substance. No one was smoking in his vehicle as he has asthma and is also allergic to smoke.
We have lived in San Angelo for over ten years and during our time here we have ever only met law enforcement officers who have displayed the utmost professionalism. This incident has shaken our family's faith in law enforcement. David has never been in trouble and this article, as well as the police officer, have judged him to be guilty until proven innocent. This incident has left us wary of the people who are entrusted to keep our community safe.

He was arrested and booked as an adult, not juvenile. As such we were able to obtain the picture.
We are conveying what the police said about the arrest, as it was written in the arrest report. That is all this is.
