Tom Green Co. Commissioners Consider Tax Rate Tuesday

 

SAN ANGELO – After months of wild tax appraisal horror stories exploded into an outright crisis in Tom Green County and across the state, Tom Green County Commissioners Tuesday will consider setting a tax rate based upon the certified appraised property values provided by the Central Appraisal District.

The court will, "Consider a proposed Tax Rate for FY 2024 for Tom Green Count and take a record vote.  If the proposed rate exceeds the lower of the no-new-revenue rate or the voter approval rate, then schedule a public hearing on the proposed Tax Rate and a meeting to adopt the tax rate." 

In the current Fiscal Year, the no new revenue tax rate was 0.45504 per $100 in property value and the voter approved tax rate was 0.48116.  

The no-new-revenue tax rate would Impose the same amount of taxes as last year if you compare properties taxed in both years. In most cases, the voter-approval tax rate is the highest tax rate a taxing unit can adopt without holding an election. In each case, these rates are calculated by dividing the total amount of taxes by the current taxable value with adjustments as required by state law. The rates are given per $100 of property value.

Commissioners last year adopted a property tax rate of .50579 which was 4.3 cents lower than the previous year.  

The Texas legislature has passed property tax relief that includes an increase in the homestead exemption from $40,000 to $100,000 for most Texas homeowners.  That measure must be passed by voters in the Nov. 2023 general election.  If passed, it will be in effect for the property taxes due in January 2024.  

The Tom Green Co. Commissioners Court meets at 8:30 Tuesday morning in the Commissioners Court Meeting Room on the second floor of the Keyes Building at 113 W. Beauregard.  That administrative court hearing is open to the public.

The disconnect between the desires of the citizens of Tom Green County and civic leaders is a large as it has ever been.  The structure of evaluating and taxing properties is not very consistent by any stretch of the imagination.  Property owners have the burden to support all that is funded by property taxes.  The thought that it is passed to the renters is sketchy.   The average wage and ability to rent the property for a fair price will always distort who is actually paying the burden.  Is it complicated for a reason?  It just seems like there is a much easier method to collect the money necessary for government to function.  

I would speculate that the county budget is available to see what is necessary to collect in order to fund what is needed.  The information is probably also available on how much is collected in sales tax by population.  With all the information available it seems like an ad valorem tax would spread the burden over the population.  You buy more expensive items, you pay more taxes.  Until serious and honest people take the reigns to eliminate property tax you will never truly own your property and it will continue to become more complicated.
