SAN ANGELO, TX - For the 21st year in a row, San Angelo ISD has earned a rating of “A” for “Superior Achievement” with a perfect score of 100 on the Financial Integrity Rating System of Texas (FIRST).
The “Superior Achievement” rating is the state’s highest, demonstrating the quality of San Angelo ISD’s financial management and reporting system.
FIRST is administered by the Texas Education Agency and calculated on information submitted to TEA via the district's Public Education Information Management System (PEIMS) submission each year.
The school district received perfect scores on items such as
- Was the number of days of cash on hand and current investments in the general fund for the school district sufficient to cover operating expenditures
- Was the measure of current assets to current liabilities ratio for the school district sufficient to cover short-term debt?
- Did the school district's general fund revenues equal or exceed expenditures (excluding facilities acquisition and construction)? If not, was the school district's number of days of cash on hand greater than or equal to 60 days?
The FIRST accountability rating system assigns one of four financial accountability ratings to Texas school districts, with the highest being “Superior Achievement,” followed by “Above-Standard Achievement”, “Standard Achievement” and “Substandard Achievement.”
The primary goal of FIRST is to achieve quality performance in the management of school districts’ financial resources, a goal made more significant due to the complexity of accounting associated with Texas’ school finance system.
“This is an outstanding achievement for the board and district,” stated Dr. Merl Brandon, Assistant Superintendent of Business and Support Services and Chief Financial Officer. “This rating shows that our district is making the most of our taxpayers’ dollars and we are accountable for not only student learning, but also for achieving these results cost-effectively and efficiently. It takes the efforts of many outstanding staff members to make this happen and we will strive to continue to provide excellence in fiscal accountability to all of our stakeholders.”
