The City Council will review the results of a consultant's $185,000 road condition study of the entire city on Tuesday morning at their regularly-scheduled meeting. In the agenda packet, city staff provided a layered, Adobe PDF of the results of the study.
Bell Street and Ben Ficklin appear to be very poor streets. The roads in the sector east of downtown around Bell Street also appear to have poor conditions. Down towards Lake Nasworthy, S. Country Club Rd. is listed as poor in the study. For the smoothest roads, try E. Ave. K towards Goodfellow AFB, or any of the newer roads, like Twin Mountain Drive., in the back of the Southland area. On the map, black means bumpy and blue means smooth. All other colors are in between (see legend, top left).

Major thoroughfares such as Bryant Blvd, Sherwood Way and Knickerbocker Road are the responsibility of TxDOT, not the city, and are not incorporated into the study.
According to City Ops Director Shane Kelton:
Fugro has driven every road within the City Limits using cameras, sonar, lasers, and GPS to identify the deficiencies within the roadway segments and their magnitude. Fugro has performed a preliminary scrub of the data and has overlayed the data onto a map of the city to depict the preliminary overall Pavement Condition Index (PCI) Score of each road segment.
City Staff recently met with Fugro to review and perform a field verification of the preliminary results. Certain road segments were identified to recheck the data and perform further analysis and sampling of the roadway.
As the study progresses through its next benchmarks, additional testing, analysis, and reviews will be performed until completion at the Recommendation Phase of the study.
The result will be a Pavement Condition Index (PCI) Score (Grade 0-100) and a Ride Quality Index assigned to each road segment.
A score of 100 represents the best possible condition and 0 represents the worst possible condition.
Kelton continued:
These scores, the physical usage data of the roadway such as road classifications, traffic volumes, vehicular types, speeds, etc., and the availability of maintenance and construction processes and supplies to this area will be combined to provide the City a recommended condition improvement action.
Based on this recommendation, City Staff will develop a comprehensive short and long term plan to improve the overall PCI and Ride Quality Index for the city.
About the Study
The City of San Angelo's Engineering Department published a Request for Qualifications to locate a firm to perform a study, evaluation, ranking, and plan for improvement of the conditions of the city streets. Council granted permission to execute a contract with Fugro Roadware, Inc. on October 21, 2014 to perform the Street Condition Study.
