Tenants Say Apartment Move Turned Chaotic Amid Disability Challenges and Management Disputes

 

SAN ANGELO, TX — A San Angelo couple says their move between units at River Point Apartments has spiraled into days of physical strain, alleged mistreatment from staff, and unresolved concerns over accessibility and living conditions.

The tenants, who requested anonymity, said they were told to vacate their apartment on Saturday as part of a planned transfer within the complex, connected to ongoing renovations.

According to the couple, problems arose during the move after a dispute with a woman who they believe works as a liaison for the apartment management or a related moving service. One tenant said the woman told them, “…get your S*** out by five o’clock."

The couple alleges that following this dispute, movers left the property and said they would not return unless the tenants were absent, claiming they felt threatened. One tenant explained, “First of all, this is our s****. This is our belongings. They told us not to be there because they felt threatened or something, because, according to them, we were cursing…”

The tenants said that as of Tuesday, their move was still incomplete, with many belongings boxed or scattered between units. They said they have been moving items themselves, despite significant health issues.

One of the tenants uses a wheelchair, while the other said he has serious foot problems that make it difficult for him to stand or walk for long periods. He said moving their belongings has caused a new wound on his foot.

Beyond the moving dispute, the couple described broader frustrations with River Point management. They allege recurring water shutoffs every Tuesday and Thursday, lack of access to amenities advertised on River Point’s website such as laundry facilities, structural hazards in alternative units offered, and unexpected costs for services like cable installation and transfer fees.

They have attempted to get assistance from the apartment management, but said they have received limited help. The tenants also contacted local churches for moving assistance but said scheduling or resource limitations have delayed any help until at least Thursday.

The couple said they want an apology from River Point management and fear possible retaliation or eviction for raising these concerns publicly.

River Point Apartments has not yet responded to phone calls and an email requesting comment. The on-site office was closed during a visit by a reporter.

The tenants said they hope speaking out will lead to improvements for themselves and other residents. “I’m upset, I’m tired," he said. "I want a real written apology at this point from these people"

I am a current tenant as well. This is one of many complaints and only breaks the tip of the iceberg with what many of us especially disabled have been through and continue to live through & for 10 months have yet to accommodate persons with an MD order to downstairs. 

Lack of working laundry facilities or even a way a w/c bound person can be directly accommodated to laundry. The lack and continued water cut offs minimum twice a week, sometimes more.

Living long term with black mold exposure which most AC units were changed but the ventilation ducts weren't. And site supervisor and his asst have said when they see mold the spray it with unknown chemicals & use mold resistant paint. Many units still show evidence of clearly rotted wood that was merely painted over and in between the walls and in the subflooring barrier of up and downstairs not addressed. Roof was repatched & re-roofed in all buildings. But we feel nervous that in the second floor apts many sites still remain where you can see this still. Ongoing litigation & people ongoing awaiting to see MDs as at least 3 residents have been affected with long term mold exposure side effects and we don't trust things have been done properly and fear 

We feel Housing inspectors aren't looking for units to meet electrical code violations , building code violations, We know many units especially in the area of 4 bedrooms are not running fire alarms off electrical system as primary but running batteries as the only reliant source. Repeated attempts to fix go neglected while site superintendent is completely aware. The work is suboptimal and some units even and property management for months have yet to fix secondary issues 

Large discrepancies of former management with "loosing" "misplaced" or "lost" vs spent tenants rent payments or original ledger system did not reflect truth If this was unique to only 1 person would be one thing, But former Asst Manager claimed over 1/2 original tenants kicked out for non payment of rent. Most never knew it was an issue as management did not give notices of any rent due until this current management group came. Former management did not give ANY notices as required by Texas law..No never gave MANY tenants in this regards so they may present current proof with the issues of which many tenants had to go back 2-7 yrs and if they for example didn't have a money order kept 6 years ago, they had to repay "missing rent"  again or letters given they would be given 30 day notice and letters equaling tens of thousands of dollars in total of the tenants this happened to. Several I understand had thankfully saved or had direct banking information.

Their ledger from prior management would not be released as they transferred the fraudulent data from one system to another. When some tenants asked for the original ledger - they were denied access

Former manager fired - but there is direct possibility of severe incompetence vs major embezzlement to which now Management will not address & many have had to come up with thousands of dollars or 2-4 months rent or face eviction Management has not involved the Police Department. Many fear to involve law enforcement out of fear of retaliation. 

Many tenant's have had many items stolen/items broken & no accountability or money to replace have been paid. Residents know the current movers have been arrested for possession of marijuana, yet they remain employed. Major bedroom, living room, children's bedroom suits stolen. Many apartments have been broken into, one tenant dealt with someone trying to steal their car. They disallowed personal security systems by tenants and afterwards tenants personal items have gone missing. Tenants were told they would be assisted in a professional way and it has been anything but professional. Some tenants that were moved, they had no regards to placement and many lives have been very affected. Some are disabled and still awaiting Dr ordered transferred out of medical necessity and potential for great harm since last year continued to be denied reasonable accomodations for a downstairs apartments at great risk to their lives. 

Since this management service has started this renovation - they have from the start have a direct conflict of interest hiring family members and my 3rd party contractors from the very beginning & moving to management further contracts in Dallas, Penn, Tennessee, Illinois & more - using & still have further subcontracted 4th party companies who's work has been using illegal aliens that have not been vetted criminally nor medically - from all over Central America from the start. Or subcontractors found in tenants home severely under the influence of illicit drugs and use of marijuana is often smelled. When reported nothing happens.

The latest is employing new painters from Venezuela. But have had Hondurans and many other central americans illegals to this day. We thought as this is an apartment complex that it "affordable living" /HUD/Market value that what equates to a Government related Contracts ALL employees would be screened using e-verify. But see they are using 3rd party contractors as a loop around. 

If many of us had a choice we would not be here.. but  What this management has promised has not  been delivered. Our remodel after a year remains ongoing. New tenants moved in, with many tenants waiting to be accommodated. We so appreciate this person's courage to come forth.. We wish every unit was properly inspected & standards of true compliance inspected in all areas, the needs of the disabled accommodated and overall someone to help ensure our safety and needs. I assure you this is but the top of the iceberg we have been and currently are living through. I encourage you dear Sir to visit tenants in every building and hear their stories and above all if our local police, City Health Inspectors, Fire Marshal, Mayor or someone of authority would take mercy and help us.
