San Angelo City Council Holds 1st Reading of FY-2022/2023 Budget & Tax Rate Ordinance Thursday

 

SAN ANGELO – The San Angelo City Council is set Thursday to hold the first of two required public hearings on setting the FY-2022/2023 budget and tax rate during a special meeting.  


This item is the first public hearing and introduction of the ordinance to levy property taxesfor the tax year
2022. The ordinance sets the total tax rate of 0.7379 per $100 valuation and establishesthat taxes are
delinquent on February 1, 2023. No changes are proposed to the existing exemptions,including the
continuation of the 20% homestead exemption available to property owners on theirprimary residence.
The overall tax rate is proposed to decrease from the prior year’s tax rate by 0.0381 per$100 valuation. 

The proposed tax rate will be applied as follows:

  • For the purposes of maintenance and operations in the General Fund: 0.6312
  • To pay annual interest and maturities and create debt service funding to dischargeoutstanding
  • bonded indebtedness of the City of San Angelo: 0.1007
  • For the purposes of maintenance and operations in the Street Infrastructure fund: 0.0060
  • The total tax rate for the aforementioned purposes is: 0.7379
  • This year’s proposed tax rate does not exceed the Voter-Approval Tax Rate but does exceed the No New Revenue Tax Rate.

The associated additional notices and actions are required for this ordinance.

"This tax rate will raise more taxes for maintenance and operations than last
year's tax rate. The tax rate will effectively be raised by 7.59 percent and will raise more
taxes for maintenance and operations on a $100,000 home by approximately $47.94."

The San Angelo City Council is set to adopt the FY-2022-2023 budget and tax rate at a second and final required reading of the ordinance on Thursday, Sept. 22, 2022.  

Also this Thursday, the council will swear in a new Fire Chief.  Patrick Brody will be sworn in at the beginning of the regular agenda during the meeting.  

And the Council will consider supporting an effort to construct restrooms at Meadowcreek Park in Southland.  After much discussion at earlier meetings, the council will consider supporting the fundraising for the project estimated at $250,000, as well as raise additional funds for ongoing maintenance and repairs in the amount of $25,000.  Meadowcreek park is a 5.5 acre neighborhood park in the Southland residential area.  The park was developed in 1979 and renovated in 2011.  

There is a playground area, small shaded picnic area, tennis and pickle ball courts, a walking trail, back stop and some open areas. 

There is a large electrical easement that divides the park.  Meadowcreek Park is the only City park in the entire Southland area.  It is a popular park with many activities.  

The San Angelo City Council meets in special session at 8:30 Thursday morning in the McNease Convention Center.  That meeting is open to the public.
