Concho Valley Man Receives Deferred Adjudication for Online Solicitation of a Minor

SAN ANGELO, TX – Howard Alexander Plumley, 28, plead guilty to a second degree felony, online solicitation of a minor, in exchange for deferred adjudication probation Tuesday morning.

Plumley, whose address is in Ballinger according to court documents, is accused of communicating with an undercover Street Crimes Division (SCD) officer posing as a 15-year-old in a sexually explicit manner.

Earlier this year, Plumely responded to a craigslist ad and struck a conversation with a “15-year-old female.” After conversing with the young female for several weeks, Plumley began sending and asking for various pictures. Plumley then began speaking with the young female in a sexual nature and vividly describing sexual desires with the female.

Soon thereafter Plumley asked to meet up to eventually engage in sexual intercourse. Both SCD detectives, who were posing as the young female, and Plumley decided to meet in the San Angelo Community Medical Center parking lot. Once the two parties arrived, Plumley was arrested.

Today in court it was ruled that Plumley will receive deferred adjudication probation for five years.  Plumley is required to pay a $3,000 fine and perform 240 hours of community service.  District Judge Ben Woodward also ordered Plumley to attend sex offender therapy and have no contact with anyone under the age of 17.

Plumley has a two year old daughter. Judge Woodward’s order allows Plumley to see his daughter.  He must be in his residence from 9 p.m. to 6 a.m. and have only limited use of the internet.

Plumley will have to register as a sex offender for ten years after he completes five years of probation.
