SAN ANGELO, TX - Local law enforcement had another busy week. Since our last update, 48 people went to the Tom Green County Jail for a variety of offenses, including a man arrested for possession of child pornography, a woman arrested for cruelty to horses, again, and her son, who attempted to hinder law enforcement from making an arrest.
In the first case, Tom Green County Sheriff's Office deputies arrested Shaundel Rey Windom, 38, yesterday afternoon for possession of child pornography. According to a press release this afternoon, TGCSO officials with the Criminal Investigation Division obtained a search warrant for a residence located on Concho Drive in the Grape Creek area. The search warrant authorized investigators to search for and seize items containing child pornography.
"Tom Green County Sheriff’s Investigators, acting on a crime tip, began an investigation to identify the suspect and the location where the child pornography was stored," said Sheriff David Jones. "Investigators learned through investigative techniques information that identified Shaundel Rey Windom as a suspect in the investigation."
Jones said, on November 16, TGSO Investigators executed the search warrant at Windom's residence. The man admitted to investigators that he viewed, downloaded and was in possession of child pornography.
"Investigators seized electronic devices that displayed numerous images and video recordings that contained images and videos of child pornography depicting children younger than 18 years of age engaging in sexual conduct," said the Sheriff.
Thus, TGCSO deputies arrested Windom for the crime and booked him into the Tom Green County Jail at 4:49 p.m. Windom's bail has been set at $30,000. Possession of Child Pornography is a third degree felony offense punishable by up to 10 years in prison, but not less than two years, and a fine not to exceed $10,000.
This is Windom's 12th arrest in TGC.

As for 65-year-old Brenda Lois Luellen, many people may remember her from earlier this year. She was arrested previously for cruelty to 12 horses. TGCSO officials confiscated the horses, and with the help of the community, managed to save their lives. For that initial story, click here.
Luellen has a history of arrests related to cruelty to livestock and animals. Yesterday, TGCSO sent out a wanted bulletin for Luellen's arrest, and later in the evening, announced that she had been arrested. She was booked into the TGCJ at 8:03 p.m. However, had it not been for her son, Walter Bryan Turner, 43, that arrest may have happened sooner.
TGCSO Chief Deputy Dale Pearce said Turner was arrested for hindering apprehension or prosecution of a felon.
"Our investigators went out there and they interviewed (he goes by Bryan) Turner," said Pearce. "He was advised that there was a felony warrant for [Luellen's] arrest. He provided false information concerning her location. He told us that she was in Washington State."
When Luellen was arrested last night, Chief Deputy Pearce said Turner was driving the truck that TGCSO deputies found her in.
He added, "He was given a business card with a man's name on it, his title and a phone number, and was told, 'If you're contacted, or if she comes home, you contact us,' and he knew it. He knew we had a felony warrant for her arrest. He aided her in evading arrest."
As a result of his actions, Turner was arrested for the crime, a third degree felony.
Chief Deputy Pearce said the not-so-funny thing about this situation is Luellen's bond set at $5,000, despite her previous offenses. However, for his offense of hindering Luellen's arrest, Turner's bond is set at $10,000.
"He's in worse trouble than his mother," said Pearce.
Pearce mentioned that the previous case involving the 12 horses was one of the worst cruelty to animal cases he has seen in his life.
"I was the one who arrested her last time, and this is her third offense," he noted.
Pearce also said Luellen was arrested a few years ago for having over 50 dogs at a house in Highland Ranch. She was arrested for cruelty to non-livestock animals and put on probation. She was caught again for having over 30 dogs, spent time in jail for the same crime, got out, was put on probation, and here she is again. However, this time she's charged with cruelty to horses.
Thanks to people in the community, Pearce said those horses are doing much better.
In addition to Windom, Luellan and Turner, and out of the 48 arrests, 28 people were arrested on warrants, 12 on new crimes, and eight on both. Here are the other crimes to make the new complaint list:
