City Council to Weigh Redevelopment Incentives, Chadbourne Project and Zoning Cases Tuesday

 

SAN ANGELO, TX — The San Angelo City Council is scheduled to meet Tuesday, Nov. 18, at 8:30 a.m. at the McNease Convention Center to consider a full agenda that includes tourism recognition, contract approvals, transportation grant support, utility easements, cemetery action, and multiple public hearings on zoning and right-of-way matters.

The meeting will open with a proclamation recognizing Nov. 18, 2025, as Friendly Tourism Community Day, followed by public comment.

Under the consent agenda, council members will consider approving the Nov. 4 meeting minutes and awarding several contracts, including a stop-loss medical coverage agreement, a $415,670 ambulance module purchase, and a $1.29 million engineering task order for North Chadbourne Street design and drainage. Additional items include COSADC authorization for memorandums related to the Northeast Sector Plan, a $255,000 planning services task order, publishing a cemetery Notice of Abandonment, and utility easement actions.

Council will also consider supporting an $82,000 commitment tied to a Texas Department of Transportation Highway Safety Improvement Project Grant and holding the second reading of the 2025-26 police budget amendment addressing staffing and pay.

The regular agenda includes Hotel Occupancy Tax funding agreements with local arts and cultural organizations, a resolution on voting for Tom Green County Appraisal District board nominees, and updates to TIRZ policies and strategic recommendations. Members will also review private incentive projects totaling more than $579,000 across North and South TIRZ zones.

Public hearings and first readings of ordinances will address multiple right-of-way abandonment requests and zoning changes, including expansion of a Planned Development district near the Coliseum area and rezoning proposals on Hill Street, Randolph Street, and Van Buren Street.

A closed session will follow to discuss real property near 70 E. 43rd St. and personnel matters involving the Assistant City Manager and City Manager.

The meeting will conclude with follow-up items, board nominations, announcements and adjournment.
