Without Swiftwater Team, Volunteers Save Driver from Wall Flooding

WALL, TX — Firefighters from Wall and Dove Creek volunteer fire departments rescued a driver trapped inside a vehicle surrounded by fast-moving floodwaters on July 4, despite having no dedicated swiftwater rescue team and limited equipment on hand.

This happened about 9:10 a.m. on Farm-to-Market Road 765 and South Third Road near Wall, where the vehicle had become lodged against trees as floodwaters rose. Responders devised a technical rescue plan and used ropes, life rings and personal flotation devices to reach the occupant.

The driver was safely pulled from the vehicle and taken to a hospital for further evaluation. No injuries were reported among rescuers or bystanders.

"With very limited resources on-scene, and no Swiftwater Rescue Technicians or equipment available to respond due to flooding in San Angelo and surrounding areas, the joint rescue team comprised of Wall and Dove Creek VFD successfully rescued the individual," information from the Wall VFD stated. "Wall VFD currently does not have a dedicated Swiftwater Rescue Team. However, we train to provide our community with the best fire, rescue, and emergency services."

Agencies assisting included the Texas Department of Public Safety, Texas Game Wardens, Tom Green County Sheriff’s Office, San Angelo Fire Department and neighbors who stopped to help.

"With continuous training hours, we apply the best course of action under certain circumstances," information stated. "In accordance with department procedures and guidelines, our three emergency scene priorities are life safety, incident stabilization, and property conservation. Moving forward, the department will continue to train and prepare for unexpected events."

Residents were urged to stay “weather aware” and use extreme caution near flood-prone areas.
