City Employee Pleads Guilty to Possession of Lewd Images

 

LUBBOCK, TX – A former Lubbock city employee could spend up to 20 years in prison after pleading guilty to possession of child pornography recently.

According to court documents, Justin Musgraves was employed as the Deputy Director of Emergency Management for the City of Lubbock. 

The investigation into Musgraves began when University Medical Center EMS discovered child pornography on a Microsoft Surface tablet almost exclusively used by him.

Investigators with the Shallowater Police Department and the Texas Rangers then began investigating the issue.

After searching the tablet, authorities found a hard drive and micro-SD card that had approximately 5,213 photos and 1,597 videos of child pornography. 

The pictures and video depicted children between the ages of 2 and 17.

Investigators then discovered Musgrave accessed the lewd images while at work at the City of Lubbock Operations Center.

Video footage of nearly two months showed Musgraves was the only one who possessed the tablets and viewed the videos in his office.

As part of the plea agreement, Musgraves admitted to possessing and viewing the material. 

If the plea is approved the former deputy director could spend up to 20 years in prison. He would also be required to register as a sex offender.
