Police Officer Charged with Capital Murder

DALLAS, TX – A Dallas police officer has been arrested and charged with two counts of capital murder.

According to the Dallas Police Department, Officer Bryan Riser was arrested in connection to the murders of Liza Saenz and Albert Douglas. The murders weren't connected and occurred at different times.

Saenz was murdered in the first months of 2017 and her body was found in the Trinity River in March of that year. 

According to investigators, surveillance video showed Saez had been kidnapped and her body sustained multiple gunshot wounds.

An anonymous tip led police to three suspects who were charged in connection to the murder. According to Dallas PD, a witness in the case claimed he has help kidnap and murder the woman at Riser's direction.

The witness also claimed Officer Riser instructed him to kidnap and kill Douglas. According to Dallas Chief of Police Eddie Garcia, both victims were killed in the same location.

More than 4 years later authorities have not located Douglas' body.

At this time authorities have not released an affidavit that details how police determined the information provided by the witness was true and how they confirmed Riser's involvement.

Riser was placed on administrative leave and it is expected he will be terminated after an internal affairs investigation is completed.

"We hire individuals from the human race and when we find individuals such as this it's the actions that we take afterward that we should be judged by. We will hold ourselves accountable to the highest levels," said Chief Garcia. "This individual has no business wearing this uniform. That's just not me saying that as police chief, I guarantee you every man and woman that wears this uniform that does this job honorably does not want anyone tarnishing our badge."

Riser, a 13-year veteran of Dallas PD, was arrested and processed at the Dallas County Jail.
