SAN ANGELO, TX — The San Angelo City Council unanimously awarded a $47.2 million contract Tuesday to Hoar Construction as construction manager at risk for renovations to CRC Roofers Coliseum.
The vote came 15 months after voters approved a $41.66 million bond for the project in the May 3, 2025, election, when 5,435 ballots were cast in favor and 4,813 against. The contract amount includes $825,236 drawn from bond proceed interest. The San Angelo Stock Show & Rodeo Association will contribute an additional $9 million and has already paid for design and construction planning work.
Planned renovations include additional grandstand seats, a new suite and club level, ADA improvements, restroom expansion, food service areas, ticketing and public spaces, and exterior upgrades to the existing building. SASSRA’s preparatory work has focused on modernized exterior improvements, increased seating capacity, new suites, additional ADA-compliant seating and expanded restroom facilities.
SASSRA currently leases the city-owned coliseum and fairgrounds to host the annual San Angelo Rodeo and stock show. Once construction is finished, the association will assume operation, maintenance and management of the facility under a Chapter 380 economic development program agreement. Officials said SASSRA is expected to cover any costs that exceed the bond amount.
Council members and association leaders addressed repeated questions about whether the finished project would match what voters approved in 2025.
SASSRA Executive Director Justin Jonas assured the public the promised elements would be delivered. “Everything is going to be in there,” Jonas said. “It might not aesthetically look on the outside like it was on the drawings, but everything is going to be inside, and we’re going to continue to be the largest economic impact for the City of San Angelo.”
