San Angelo City Council to Consider $1.03M Tower Grant, New Fee and Budget

 

SAN ANGELO, TX — The San Angelo City Council will consider a $1.03 million federal grant for a new air traffic control tower study at San Angelo Regional Airport, a proposed right-of-way infrastructure fee, and a fiscal 2027 budget that would increase property tax collections when it meets at 8:30 a.m. Wednesday. 

The regular meeting will be held in the South Meeting Room of the McNease Convention Center, 501 Rio Concho Drive. It is open to the public and will be streamed on the city’s YouTube channel and SATV (Optimum channel 17).

On the consent agenda, council members will consider accepting a Federal Aviation Administration Airport Improvement Program grant for $1,030,000. The money would fund a siting study, environmental clearance, and preliminary design for a new tower. They will also consider a $1,008,386 contract amendment with Woolpert Co. for the study, paid with the grant, and authorize the city manager to execute the related documents. 

Under the regular agenda, the council will hold a first reading and public hearing on an ordinance creating a right-of-way infrastructure fee by amending the city’s fee schedule. The fee, which staff estimates would generate about $10.5 million a year for streets, sidewalks, ADA ramps, signs, signals, and street lighting, would charge single-family homes $15 a month, take effect Oct. 1, and first appear on January 2027 utility bills.

Council will also hold a first reading and public hearing on an ordinance adopting the budget for the fiscal year that begins Oct. 1, 2026, and ends Sept. 30, 2027. The proposed budget would collect $962,035 more in total property taxes than the current budget, a 1.64% increase. Of that amount, $773,890 would come from new property added to the tax roll. 

Residents may comment in person after signing in with the city clerk before the meeting. Speakers are limited to three minutes on non-agenda matters and less than three minutes on regular agenda items, except for applicants, proponents, and appellants, who have five minutes.
