SAN ANGELO, TX — The San Angelo City Council is scheduled to receive a presentation and discussion on a feasibility study for a proposed indoor sports complex during its regular meeting Tuesday, one of several key items on the agenda.
The study, initiated by the San Angelo Chamber of Commerce, was prepared by Synergy Sports, a North Carolina-based consulting firm. Slides included in the meeting agenda packet describe an 8- to 10-court facility that could significantly boost regional sports tourism and quality of life if developed. The estimated project cost is $40 million to $60 million.

A public-private partnership municipal lease is recommended for funding, under which a private operator would handle day-to-day operations while the city eventually takes ownership. The proposed site is an undeveloped area in southwest San Angelo near the West Houston Harte Expressway access road, Sunset Drive and Southwest Boulevard, behind Smashers pickleball complex. Amenities would include a playground, splash pad, eight courts, turf fieldhouse, orthopedic clinic, family entertainment center and restaurant/food court. Economic projections estimate a total annual impact of about $23.6 million in year one, rising to $56.9 million by year 10, including new sales and hotel occupancy tax revenue.
The June 2 meeting begins at 8:30 a.m. at the McNease Convention Center South Meeting Room, 501 Rio Concho Drive.
In other regular agenda business, the council will hear the COSA Development Corporation 2025 Annual Report from Economic Development Director Ryan Gaddy. It will consider awarding an H-GAC contract to Siddons-Martin Emergency Group for a 100-foot Pierce Enforcer mid-mount aerial platform at a cost of $2,351,312, funded from general and intergovernmental fund balances. The council will also consider Tax Increment Reinvestment Zone funding for nine South Zone projects totaling $858,652 and a separate $100,000 North Zone project at 1313 N. Bryant. A public hearing is set on the 2027-2031 Capital Improvement Plan.
The consent agenda includes approval of minutes from the May 19 special joint and regular meetings; granting utility easements to AEP for line and transformer replacements at 50 E. 43rd St.; rejection of all bids for caustic soda; approval of a BuyBoard contract for EMS supplies up to $180,000 per fiscal year; authorization for the Fire Department to apply for a FEMA Staffing for Adequate Fire and Emergency Response grant; approval of a resolution for the “Wake the Desert 2026” special event and related ordinance variances at Middle Concho Park July 10-12; and multiple second readings of ordinances.
Those second readings cover amendments to the zoning ordinance creating new residential districts; changes to the land development and subdivision ordinance reducing street widths and updating sidewalk requirements; updates to regulations for mobile food units; abandonment of a portion of Waco Street (0.182 acres) and 48,423 square feet of right-of-way for the 18th Street Bypass; a zone change at 1212 N. Chadbourne St. from general/heavy commercial to general commercial; and new data center regulations for wastewater discharges and water use.
The agenda opens with a call to order, chaplain prayer and pledges, and a proclamation designating June 1-7 as Safe Kids Week. Public comment periods are scheduled for items not on the regular agenda and during regular agenda discussion.
The council will then go into closed session for deliberations on real property, attorney consultations on board member appointments, eligibility requirements, Texas Local Government Code Chapter 380 and Texas Tax Code Chapter 312, and personnel matters regarding the city manager position. It will return to open session for any follow-up actions, announcements of future agenda items and adjournment.
