SAN ANGELO, TX — The San Angelo Independent School District Board of Trustees voted 6-1 Tuesday to approve contracts totaling $289,700 for the asbestos abatement and demolition of the vacant Rio Vista Elementary campus.
The board awarded the abatement contract to 1 Priority Environmental Services LLC and the demolition contract to AMX Environmental LTD. The total includes a $40,000 contingency.
Information from the school district states that the campus became unnecessary after Head Start programs relocated and enrollment declined, leaving the buildings vacant.
Bids were received from seven companies, with specifications and drawings prepared by Kings Consulting. The two highest-scoring firms were selected after review.
Trustee Kyle Mills made the motion to approve the contracts, which passed with Trustee Karla Cardenas casting the lone opposing vote.
Cardenas suggested preserving one building adjacent to the Boys and Girls Club, along with its playground and pavilion, for potential use by the organization. Superintendent Christopher Moran responded that the district is coordinating with the Boys and Girls Club and the city regarding the site, including an adjacent park.
All work is scheduled to begin by Feb. 17, 2026, according to documents from the district.
