SAN ANGELO, TX — The City Council on Tuesday, Nov. 4, unanimously approved a new meet-and-confer agreement with the San Angelo Police Officers Coalition and a related budget amendment for the Police Department’s fiscal 2025–26 pay plan and staffing.
The agreement, effective Oct. 1, 2025 through Sept. 30, 2026, includes: a 5% pay increase for officers; counting vacation, emergency, "WOW" and United Way days as regular hours worked for overtime calculations; a sick-leave payout structure to support retention; conversion of two lieutenant positions to two deputy chief posts; flexibility for disciplinary suspensions not otherwise permitted under code, including forfeiture of vacation time; alternative discipline options such as counseling or rehabilitation by agreement; the option to decide disciplinary appeals by written briefs; grievance procedures requiring individual officer disputes to be vetted through the association before filing, with options for mediation and agreed arbitration; and confidentiality provisions for internal affairs records. The action passed 7–0.
Council also voted 7–0 to authorize staff to issue a request for qualifications to update the City of San Angelo Comprehensive Plan. The update will address long-term land use, housing, infrastructure, transportation, economic development, resilience planning, public facilities, and public engagement.
In other business, the council voted 7–0 to act on three properties struck off to the city from the July 1, 2025 tax sale. The highest bids received were $5,600 for 209 W. 9th St., $7,500 for 506 N. Browning St., and $20,050 for 201 W. 20th St. Council accepted the bids for 209 W. 9th St. and 201 W. 20th St., and rejected the bid for 506 N. Browning St. after staff reported a higher late bid had been submitted. The Browning Street property will be re-advertised for bid.
Council also approved on second reading an ordinance allowing alternate members to be appointed to city boards, committees and commissions, with alternate service counting toward term limits and initial alternate terms aligned with the earliest expiring regular term. The vote was 7–0.
During public comment, representatives from the Concho Valley Community Action Agency and Concho Valley Homeless Planning Coalition announced Hunger and Homelessness Awareness Week events scheduled for Nov. 16–23, including a candlelight vigil at City Hall on Nov. 17, a Homeless Navigation Day at First Presbyterian Church on Nov. 18, and a Homeless Symposium at St. Paul Presbyterian Church on Nov. 19. They also noted the Jan. 22 Point-in-Time Count.
The consent agenda passed 7–0 with no items pulled for discussion.
In follow-up items, the council appointed Mariah Holguin to the Civic Events Advisory Board to an unexpired term ending December 2026 and entered closed session to discuss real property at 505 S. Chadbourne St. and 404 S. Irving St.; no action was announced.
