San Angelo City Council to Weigh Land Sales, Police Contract on Nov. 4

 

SAN ANGELO, TX — The San Angelo City Council will meet Tuesday, Nov. 4, at 8:30 a.m. at the McNease Convention Center to consider sealed bids for city-owned property, a revised police employment agreement, and updates to the city’s long-term planning document.

The agenda includes a vote on accepting or rejecting the highest bids for three lots previously struck off to the city from the July 2025 tax sale. If approved, the mayor would execute quit claim deeds for properties on West 9th Street, North Browning Street, and West 20th Street.

Council members will also consider issuing a request for qualifications to revise and update the City of San Angelo Comprehensive Plan. Planning & Development Services Director Aaron Vannoy is scheduled to present the item.

Another key item involves approving a labor agreement with the San Angelo Police Officers Coalition. The proposed contract would govern pay, staffing levels, and employment terms for police officers from Oct. 1, 2025, through Sept. 30, 2026. A related ordinance amending the police budget for the fiscal year will be introduced for first reading and a public hearing.

Council will also take a second vote on changes to city code allowing alternate board members to be appointed to boards, committees, and commissions.

Proclamations for National Adoption Month and Veterans Day will be issued at the start of the meeting. A public comment period will follow.

Consent agenda items include approval of the Oct. 21 council minutes, a city farm lease extension, a renewal of the aquatic plants specialist contract for the International Waterlily Collection, and two interlocal agreements with Tom Green County for Crisis Intervention Unit and Mental Health Unit services for fiscal year 2026. Council will also consider a second reading to abandon a portion of right-of-way near Montague Avenue and Koberlin Street.

The council is expected to meet in closed session to discuss real property at 505 S. Chadbourne St. and 404 S. Irving St.

Council will also consider appointing Mariah Holguin to the Civic Events Advisory Board to fill an unexpired term ending December 2026. Future agenda announcements may follow.
