SAN ANGELO, TX — A Central High School student has built a new voter-education app aimed at helping Texans understand ballot propositions and plan how they will vote before the Nov. 4, 2025, election.
Akash Vukoti, a junior and six-time Scripps National Spelling Bee competitor, created the "What Is On My Ballot" web-based app to provide plain-language explanations of all 17 Texas constitutional propositions and allow users to build a personalized voting plan that is emailed to them.
Vukoti said he developed the tool after seeing low turnout in local elections and wanted to expand efforts by his nonprofit, also called What Is On My Ballot, which launched in San Angelo last year.
“My thought process was, 'What’s the next step?'” Vukoti said. “The ultimate goal is to get every voter in the state of Texas actually up and voting and getting to the polling station.”
Vukoti's nonprofit published a voter guide during the 2025 mayoral race and saw turnout nearly double compared to 2021.
“I’d like to think that we played at least a significant part in it,” Vukoti said.
The new app summarizes each ballot proposition and lets users mark for or against positions before receiving a copy by email.
“When you come to the polling station on Election Day, you’ll know exactly what you want to vote for and how,” Vukoti said. “More importantly, you’ll know how it affects you and why it matters.”
Vukoti said he built the app himself using coding skills he has learned over the years.
“A lot of the material and the tools used were stuff I hadn’t been fully familiar with,” he said. “But I got a hold of it, and eventually I produced this app.”
The nonprofit launched in November 2024 and has expanded into Florida and Pennsylvania.
“Our plan is to try and start getting things running in other states,” he said.
Vukoti entered the project in Rep. August Pfluger’s Congressional App Challenge.
“I was already interested in creating something like this,” he said, “and then that also came up as another opportunity.”
Vukoti hopes the app improves turnout in a county where participation has historically been low.
“It’s been below 20% for the past while,” he said, noting Tom Green County mayoral turnout has ranged from 10% to 16% in recent cycles.
