San Angelo Among Top Regions for New Texas Drilling Permits in September

 

SAN ANGELO, TX — The Railroad Commission of Texas issued 587 original drilling permits in September 2025, with the San Angelo area ranking among the state’s most active regions for new oil wells.

The report shows District 7C, which includes San Angelo, accounted for 53 new drilling permits and 121 new oil completions for the month — one of the highest totals outside of the Midland region.

Statewide, the commission issued 516 permits to drill new oil or gas wells. The remainder included seven to re-enter plugged wellbores, nine field transfers, 53 for re-completion, and two reclassifications. The breakdown of well types for total original drilling permits in September 2025 is: 127 oil, 51 gas, 371 oil and gas, 27 injection and 11 other permits.

Overall, Midland led Texas drilling with 283 new well permits and 568 total completions, followed by significant activity in San Angelo, San Antonio, and Refugio. The San Antonio area also recorded 53 new permits with 41 oil and 26 gas completions.

In total, commission staff processed 1,301 oil well completions, 394 gas completions, and 249 injection completionsstatewide in September.

Other highlights from the monthly report include:

  • Refugio area: 18 permits, 56 completions (45 oil, 11 gas)

  • East Texas: 32 permits, 24 completions (4 oil, 20 gas)

  • Lubbock area: 16 permits, 20 oil completions

  • North Texas: 25 permits, 30 completions (21 oil, 9 gas)
