San Angelo ISD Board to Vote on 2025–26 Budget, Tax Rate Monday

 

SAN ANGELO, TX — The San Angelo ISD Board of Trustees will meet Monday to consider adoption of the district’s 2025–26 budget and tax rate, while also addressing facility contracts, policy changes, and possible litigation over social media use.

The meeting is scheduled for 5:45 p.m. at the SAISD Administration Building Board Room, 1621 University Ave.

Trustees will begin with an invocation from Brady Chant, youth minister at Johnson Street Church of Christ, and the pledges led by Fort Concho students Agustin Garcia, Ellie Miers, Danica Lombrana and Landyn Thompson.

Recognitions include the San Angelo Kiwanis Club, San Angelo READS! Summer Book Patrol partners, Back-to-School community partners, and SAISD Tailgate community partners.

A required public meeting will follow on the proposed 2025–26 budget and tax rate. The proposed tax rate is $1.0706 per $100 valuation, down from the current $1.084167. Of that, $0.7122 would go toward maintenance and operations, and $0.3584 would be levied for debt service.

Trustees will conduct a Finance and Audit Committee workshop and review routine financial reports: July bills and accounts, the July investment report, and the June tax collection report.

Information updates are also scheduled on bond construction, academic programs, board posting guidelines, and bond construction payments.

The posting guidelines update is tied to House Bill 1522, which changes the Texas Open Meetings Law by extending the required notice period from 72 hours to three business days and expanding requirements for budget-related meetings. Notices must now include either a physical copy of the proposed budget or clear online access, along with a taxpayer impact statement comparing the current year’s property tax bill to an estimated bill for the upcoming fiscal year. Administrators noted that end-of-month financial reports are often delayed by reconciliation and journal entries, making it difficult to meet the new posting deadlines. To address this, the administration is recommending that monthly financial statements be moved to regular board meetings.

Consent items include donations, approval of minutes from July 14 and July 21 meetings, the annual T-TESS certified appraiser list, and bids for HVAC filters and installation, as well as maintenance, transportation and miscellaneous supplies.

New business items include consideration of outside employment for Bonham Elementary Assistant Principal Jenny Goodwin under House Bill 3372, which requires board approval of certain administrators’ outside work. Goodwin is seeking approval to continue her employment with the K12 Coalition.

Trustees will also weigh amendments to the district’s official budget covering the Child Nutrition Fund, General Fund, and Debt Service Fund.

Action items include approval of June and July bills and financial statements, design-build services for 2025 bond electrical upgrades and HVAC controls, and a $441,500 contract with Jett Electric of San Angelo to add six new parking lot light poles at San Angelo Stadium. Other items up for approval include an amended warehouse lease with CBWD Properties, policy updates to comply with Senate Bill 13 on library materials, designated fund balances, and the adoption of the district’s full 2025–26 budget.

Senate Bill 13 would require districts to set standards for how library materials are selected, reviewed and removed, ensure content is age-appropriate, involve parents in the process, and establish clear procedures for challenges and appeals.

Trustees will also consider adoption of the 2025–26 maintenance and operations and interest and sinking tax rate, and an AE (Local) policy update.

In executive session, the board will discuss whether to join multi-district litigation against social media companies over alleged harm to students. Trustees will then consider a resolution approving a contingent fee legal services contract with Thompson & Horton LLP, Eiland & Bonnin PC, and O’Hanlon, Demerath & Castillo PC, as well as a separate resolution approving a contingent fee agreement with the firms.

The agenda closes with announcements of a Finance/Pre-Agenda Workshop on Sept. 8 and the next regular board meeting on Sept. 18.
