The 10 Highest and Lowest Rated School Districts in the Concho Valley

 

SAN ANGELO, TX - The Texas Education Agency released its 2025 A–F accountability ratings this week, revealing the highest- and lowest-rated traditional school districts in the Concho Valley.

The ratings grade districts on a 100-point scale based on student achievement, school progress, and efforts to close learning gaps.

Rochelle ISD earned the highest score in the region with an A / 96, followed closely by Miles ISD at A / 94 and Glasscock County ISD and Wall ISD, both with A / 93.

At the other end of the list, Eden CISD received the lowest rating in the Concho Valley with a D / 69.

The A–F Accountability System, created in 2017 through House Bill 22, evaluates schools on Student Achievement, School Progress, and Closing the Gaps. The system is designed to provide clear, consistent, and accessible performance data to help educators, families, and communities support student success.

The 2025 release follows a two-year pause caused by a lawsuit from several Texas school districts challenging the state’s updated rating methodology. The Texas Supreme Court ultimately cleared the way for the TEA to publish results this month.

This year’s results cover 1,208 districts and 9,084 campuses. Compared to 2024, 24% of districts and 31% of campuses improved their letter grade, while most maintained their ratings. Only 15% saw a decline. Notably, 43% of high-poverty campuses in Texas earned an A or B rating.
