San Angelo Officer Fired After Knocking Handcuffed Woman Unconscious, Investigation Finds

 

SAN ANGELO, TX — A San Angelo police officer has been fired after an internal investigation found he struck a handcuffed and restrained woman in the head, knocking her unconscious during a June arrest, according to a department statement released Monday.

Officer Jason Gann was indefinitely suspended — meaning no longer employed — on Oct. 6, following months of review by the San Angelo Police Department’s Office of Professional Standards. The incident occurred in late June 2025 during a domestic violence investigation, when the woman, already handcuffed, seat-belted, and with her legs restrained, kicked Gann in the hip. Police said Gann then leaned into the patrol vehicle and hit her in the head, rendering her unconscious. She was later treated at a local hospital.

The department said the incident was discovered through routine oversight, prompting an immediate internal investigation. Gann was placed on alternative duty during the review, which found his use of force violated policy and was excessive.

The Texas Rangers also reviewed the case and determined there were no criminal elements.

Citing Gann’s “lack of accountability and response to retraining,” along with the level of restraint already used and the size disparity between him and the suspect, the department terminated his employment.
