SAN ANGELO, TX — San Angelo police have launched a homicide investigation after a 19-year-old man was found shot inside a crashed vehicle Wednesday night on the city’s east side.
Officers were dispatched around 10 p.m. on July 23 to the intersection of Rio Concho Drive and Roosevelt Street for what was initially reported as a single-vehicle crash. When they arrived, they discovered the driver, identified as Joe Angel Martinez III of San Angelo, suffering from a gunshot wound inside the vehicle.
Martinez was transported to Shannon Medical Center, where he was later pronounced deceased.
Griffith said the department is limiting public information to protect the integrity of the investigation. However, he said that detectives do not believe the shooting was a random act of violence and that there appears to be a connection between the victim and a suspect.
“We’re working through the leads we have,” Griffith said. “I believe we have some of the best investigators around, and I think we’re going to find justice for this victim.”

“I ask that we be praying for the family of Joe Angel Martinez III,” Griffith said. “San Angelo residents have lost a loved one.”
The police chief also referenced the department’s need for more officers, noting this case adds to an already high demand on resources.
No arrests have been made as of Thursday morning.
