SAN ANGELO, TX — Information has been revealed regarding the events that led to the overdose death of a 23-year-old woman in San Angelo.
On July 17, 2025, Krystianna Ratcliffe, 23, was arrested for murder, following the 2024 overdose death of 23-year-old Izabella Rodriguez.
According to court documents, on Aug. 1, 2024, a San Angelo police officer was dispatched to a residence in the 3200 block of Southland Boulevard regarding an unconscious person. Upon the officer arriving, as well as other first responders, it was determined that the unconscious person was deceased and was identified as Rodriguez.
The investigator was contacted regarding the death and spoke with the decedent’s mother, who told the investigator that she discovered her daughter's body around 9:30 that morning on the back porch of the residence.
The mother stated she and her daughter were housesitting and babysitting for her other daughter, who was out of state.
The mother said she had been with Izabella most of the day and had taken her to Municipal Court regarding outstanding citations that she believed Izabella would most likely go to jail over. The judge agreed to have Izabella pay some of the money owed for the citations, allowing her to avoid going to jail.
After departing the court, the two briefly stopped at their residence before returning to the home on Southland Boulevard.
Izabella then stated that she was going to hang out with a friend before returning to the residence around 10:30 p.m.
It was determined that Izabella did not have any marks or injuries that would indicate an assault, and it appeared that she was on the back porch by herself.
The investigation determined that Izabella may have suffered an overdose from some substance due to her age and lack of any known medical condition that would be associated with her death. A search of her body uncovered an earbud case in her front pants pocket that had a small clear plastic baggie that contained a white substance believed to be some kind of narcotic.
The investigator contacted a Special Agent with the Texas Department of Public Safety who performed a test of the substance using a Tru Narc system. The test of the substance was positive for a mix of fentanyl and methamphetamine.
Izabella’s body was transported to the Texas Panhandle Forensics for an autopsy, which was performed on Aug. 5, 2024. The final autopsy listed the cause of death as “acute intoxication with fentanyl.” The substance was also submitted to the DPS laboratory for testing, which results indicated a presence of fentanyl.
The investigator spoke with Mark Brower, who was no longer Izabella's boyfriend but maintained a friendship and communication with her. Brower provided the investigator with a video that Izabella sent him through Snapchat that depicted her outside. A small metal shed and wood privacy fence were visible in the video, which would later be confirmed to be at a residence in the unit block of Oxford Drive.
The investigator also spoke with Brisa Zamorano, who was a close friend of Izabella but said they had a falling out due to Izabella’s drug use. Zamorano stated that early into their friendship, she would drive Izabella to a specific location to meet up with a girl nicknamed, “Unique.” She later learned that Izabella was purchasing narcotics from Unique, so she stopped taking her to the residence, which was the same one on Oxford Drive.
That residence was researched in the San Angelo Police Department’s database and showed multiple reports that referenced the defendant, Ratcliffe, as a resident of the home. The investigators had personal knowledge that Ratcliffe had a documented alias of “Unique."
In a secondary interview with Izabella's mother, it was learned that Izabella did not have a traditional bank account and used Cash App and Step Mobile as bank accounts to make purchases and transfer money.
Records obtained from both Cash App and Step Mobile revealed two transactions of note. One from Izabella’s Cash App account labeled “Unique Ray” for $100 on July 31, 2024, and the second from her Cash App to “Unique Ray” for $24 at 10:04 p.m.
Residential surveillance footage from a residence nearby the home of Oxford Drive showed a female matching Izabella’s description being dropped off in a dark-colored pickup, then going into Ratcliffe’s residence.
It was determined that a LYFT driver dropped Izabella off at Ratcliffe’s residence.
The baggie found on Izabella’s person, along with her DNA, was submitted to BODE Technology for DNA testing and analysis. BODE Technology returned a report that indicated Izabella’s DNA, and one other unknown female’s DNA was located on the baggie.
A search warrant for Ratcliffe’s DNA was obtained and, on May 6, 2025, she was located and interviewed by the investigator. Ratcliffe confirmed that Izabella was at her residence on or about July 31, 2024. When she was asked if there was any reason her DNA would be on the baggie found in Izabella’s pocket, she answered “no."
A sample of Ratcliffe’s DNA was submitted to BODE Technology, which returned a report that showed strong support that it was her DNA found on the baggie.
Another search warrant was obtained for Ratcliffe’s residence, where items consistent with narcotics sales and use were found in Ratcliffe’s bedroom. Items located included small, empty jeweler bags, a scale, loose money, and narcotics consistent with black tar heroin and possible powder fentanyl.
The investigator had probable cause to believe that Izabella knew Ratcliffe and had a relationship that encompassed illegal narcotics. There is also probable cause that Izabella obtained narcotics from Ratcliffe that is supported by the Cash App transactions and cell phone data location history.
It is believed by the investigator that the fentanyl was provided to Izabella by Ratcliffe based upon the presence of Ratcliffe’s DNA profile on the plastic bag found on Izabella’s person.
Ratcliffe was arrested on July 17, 2025, and booked into the Tom Green County Jail. She is being held on a $1 million bond.
