SAN ANGELO, TX – Teamwork between a Special Agent in the Texas DPS and a Texas Ranger saved a runaway and put two men in the Tom Green County Jail.
According to complaint and information signed by Justice of the Peace Stayce Speck, on Apr. 28, 2023, a Texas Ranger was contacted by a Texas Department of Public Safety Special Agent for assistance regarding a case involving a runaway juvenile who had been possibly sexually assaulted.
The special agent informed the Ranger that he had been working a case on a 15-year-old runaway who he had spotted leaving a room at the San Angelo Lodge. 47-year-old Andre Miguel Fay was with the juvenile at the time. He was detained for harboring a runaway.
While the Rangers were dealing with Fay, four more people exited the suspect room. They were identified as Deandre Fay, 24, Adam Chappa, 20, and 19-year-old Laila Balderas.
After the child was recovered, she was taken to the Child Advocacy Center. The staff spoke with the juvenile but she did not make any outcries of sexual assault. The special agent then got consent to speak to the child from her mother.
During that interview, the teen admitted to having sex with Adam Chappa on one occasion. Chappa also lived at the lodge. He lived with his girlfriend Laila Balderas.
The Ranger and the Special Agent then spoke to Balderas. They asked her if she knew about a relationship between the girl and Chappa. She confirmed to the two that Chappa had admitted to sleeping with the runaway.
The Texas Ranger then spoke to the girl. She told the Ranger that she was sexually assaulted at least six times while at the lodge. Three times by Chappa in his room and then three times by Deandra Fay in his room. A consensual search was then conducted of the teen's phone. On the phone was video of her and Chappa having sex.
Warrants were then issued for the arrest of Chappa and Fay. They were both arrested and charged with Aggravated Sexual Assault of a Child. As of May 3, 2023, they both remain in the jail on a $100,000 bond. Chappa is also being held for Going Off Bond for a engaging in criminal activity charge.
