Probation Officer Indicted for Forging a Police Report

 

SAN ANGELO- A San Angelo man who was working as a probation officer has been indicted by a Tom Green County grand jury for allegedly tampering with a government record after forging a police report to get out of paying rent.

According to court documents, on March 22, 2022, a San Angelo police officer made contact with a witness who had suspicions about the document. The woman claimed that the defendant, identified as Raul Deleon, submitted a document to Excelle Properties claiming it to be an official San Angelo Police Department incident report.

The woman said Deleon had defaulted on his rent as he was a current lessee. DeLeon allegedly told the woman his vehicle had been burglarized and his rent money was stolen. When the woman asked Deleon for a police report, he provided one.

The document was submitted to Excelle Properties through a text app by Deleon who claimed it was an official San Angelo Police Department Report. The woman reviewed the document and had suspicions as to its validity.

Investigators viewed the document provided by the Deleon on March 28, 2022. The document was a hand-written San Angelo Police Department Arrest Report and Booking Form, not a typed San Angelo Police Department Incident Report. The investigator knew through employment that the SAPD stopped completing hand-written incident reports in 2005. Also, correction fluid or correction tape was used to leave black spaces for the insertion of different characters.

The document indicated the Deleon was the victim of a vehicle burglary on March 11, 2022, that was supposedly completed by a San Angelo police officer. When the investigator viewed the SAPD work list, the police officer in question did not work on March 11, 2022.

Investigators made contact with the San Angelo police officer and conducted an interview on April 6, 2022. The officer reviewed the document and advised that his name, personal identification number, and initials were genuine marks and had been written by him, but that all the other characters had been forged.

On April 11, 2022, contact between the investigator and Deleon was made. When questioned about the document, Deleon allegedly admitted to obtaining the San Angelo Police Officer Report and Booking Form while actively working as a Probation Officer at the Tom Green County Jail.

Deleon also allegedly advised that he used correction tape and hand-wrote a fictitious SAPD burglary of a vehicle report, then sent the altered document to Excelle Properties so he would not get behind on his rent. Deleon also alleged that he deleted the text message and destroyed the San Angelo Police Department Arrest Report and Booking Form by shredding it.

Deleon was arrested and booked into the Tom Green County Detention Facility on April 13, 2022 and was released the same day on $7,500.00 bond.
