Weekend Arrests: Commercial Bribery, Theft of Thousands, Criminal Trespass and Police Evasion

 

SAN ANGELO, TX - This weekend, local law enforcement had their work cut out for them and rounded up 66 people on a variety of crimes. As usual, drugs and alcohol topped the list of offenses, but three of the arrestees went to the Tom Green County Jail for commercial bribery, cash theft, criminal trespass, and attempting to evade arrest.

On Friday at 10:44 a.m., the Tom Green County Sheriff's Office arrested 49-year-old Terrell Lee Pankey and booked him into the TGCJ at 10:44 a.m. for an outstanding Commercial Bribery warrant.

According to court documents, Pankey was indicted for this charge in July 2016 in the 119th District Court. The offense took place on or about Dec. 10, 2013. Pankey was a fiduciary, namely an agent or employee of Pinnacle Sands, L.L.C., and, without the "effective consent" of the company, he "intentionally and "knowingly" accepted a benefit payment of $5,000 from JCB Construction. This benefit was on agreement or understanding that Pankey, in relation to the affairs of Pinnacle Sands, L.L.C., would get the company to purchase two railroad switches from JCB Construction.

For the offense of Commercial Bribery, Pankey faces a State Jail Felony, and his bond is set at $7,500. This is Pankey's third arrest in Tom Green County. He was previously arrested for Theft of Property $20K<$100K, Assault Causes Bodily Injury, Engage in Organized Criminal Activity, and Interfere w/Emergency Request for Assistance.

In another warrant arrest, TGCSO deputies arrested Shelly Darlene Bradford, 32, for Theft of Property >= $2,500<$30K on Friday evening, and booked her into the TGCJ at 8:08 p.m.

In January of 2016, Bradford was initially indicted on this State Jail Felony in the 51st District Court. According to the complaint, Bradford "did then and there intentionally and knowingly [acquired] and [exercised control] over tangible personal property" in the amount of $28,000 from R. and M. Hilton without their consent.

On Jan. 3, 2016, the daughter of the victim, L. Mire, traveled from New Boston, Texas back to her residence in Christoval with a childhood friend, identified as Bradford. The friend told Mire she was having family issues and wanted to go visit for a few days, so Mire agreed. Bradford resided with her for a shot time, and during her stay, the friends would regularly visit Mire's parents at their residence in Christoval.

On Jan. 13, Mire drove Bradford to Walmart on Sherwood Way in San Angelo, and Bradford told her that her mother was on the way to pick her up and take her back home to northeast Texas.

"Mire stated she purchased items inside the store and no longer had any contact with the Defendant," said the complaint. "Mire stated she went on a hunting trip the weekend of Jan. 15, 2016 through Jan. 17, 2016 with [her parents]. Mire stated on Jan. 19, 2016, at about 4:07 a.m., she received a voicemail message from the Bowie County Sheriff's Department to return the phone call."

The complaint noted that on the same day, TGCSO Lt. Terry Lowe received a call from the Bowie County Sheriff's Department and requested that he contact Mire in reference to Bradford being detained in Bowie County. She was found with $5,361 dollars in her possession.

"The Defendant's husband, identified as David Bradford, was also found to have $9,550 in US currency on his person during the same investigation," said the complaint. "David Bradford told law enforcement he was given the US currency by the Defendant to hold for her."

Shelly Bradford later told law enforcement in Bowie County that she had stolen four of six envelopes containing the money from Mire.

"Mire was eventually contacted by Lt. Terry Lowe, and she stated she was unaware of any currency taken from her residence," the complaint stated. 

On Wednesday, Jan. 20, Mire was contacted by Bowie County Sheriff's Department Investigator Jerl Palmore, who requested that Mire contact her father and ask him to check his home for any missing items. On Jan. 21, Mire also received a phone call from Bradford requesting her to go to Bowie County and tell law enforcement that she had stolen $15,000 from her and that she did not wish to pursue charges.

According to the complaint, "Mire stated she asked the Defendant where she got the money from and [Bradford] told her from 'your dad's while you were gone hunting.'"

Bradford told Mire if she would say the money was taken from her, she would give the money back and they would go their separate ways. However, Mire did not give into her request. On Jan. 21, the Hiltons filed a report with TGCSO, stating that $28,000 was taking from them. This consisted of two white envelopes containing $7,000 each, one white envelope containing $6,000, and two white envelopes containing $4,000 each, without their consent from a gun safe at their residence.

Mrs. Hilton stated she had last placed currency into the safe on Jan. 11, 2016 and counted all the currency, said the complaint. The Hiltons stated that Bradford did not reside, nor has ever resided in her residence, and she did not have permission to take any items from there.

This is Bradford's second arrest in Tom Green County. When the incident first occurred, Bradford was booked on Feb. 3, 2016 into the TGCJ and released on April 5, 2016. Her bond set for this charge is $10,000.

Also over the weekend, San Angelo Police arrested Francisco Edward Arambula, 34, for Criminal Trespass and Evading Arrest Detention. On Saturday at around 12:45 a.m., Police dispatched to the 800 block of W. 18th for an active criminal trespass. However, Arambula fled from responding officers. He was captured after a brief foot pursuit.

This is Arambula's 30th arrest in TGC. His previous crimes include theft, drugs, unlawful carrying of weapon, aggravated robbery, criminal trespass, and more. His bonds total $1,000, and he has a court fine of $1,999.

Overall, including these individuals, and out of the 66 arrests, 34 people went to jail for new crimes, 23 for outstanding warrants, and nine for both.
