Two People Charged With Civil Rights/Improper Sexual Activity with Person in Custody

 

The Tom Green County Sheriff’s Office Criminal Investigation Division (CID) has charged two persons, 51-year-old Luis Carlos Ayala and 45-year-old Shannon Lorrian Strasburg, with Penal Code Sec. 39.04 Violations of the Civil Rights of Person in Custody; Improper Sexual Activity with Person in Custody, said a press release this afternoon. 

The warrants charged both persons with separate and distinct violations of this section of the penal code.

"Investigators received information that the offenses were taking place within the confines of the Tom Green County Jail," said the release.

It also stated that investigators began a preliminary investigation that confirmed private employees of the food service contractor who prepare meals in the Tom Green County Jail were involved in the civil rights violation of inmates. 

"Investigators conducted several interviews and were able to obtain other evidentiary information relevant to the case," noted the release. "Investigators then presented information to the District Attorney’s Office, which led to warrants being issued on both individuals charging them with the above offense. The investigation is ongoing."

Ayala and Strasburg were charged and arrested on August 2, 2016 and booked into the Tom Green County Jail.
