San Angelo Man Accused of Continually Raping an Underage Girl Jailed

 

Stephen Kelly Franks, 36, was arrested Friday in San Angelo on a charge of continually raping an underage girl over a 5-year period.

The abuse began in September 2008 when the girl was in Kindergarten, a complaint filed with the Justice of the Peace in Precinct 2 states, and continued until circa May 15, 2013, when she moved.

According to the complaint, the victim disclosed in an interview that the abuse took place nearly every day over the five-year period, both in the 2800 block of Waco St. and the 2800 block of Lindenwood Dr. Franks, the girl said, forced her into sexual intercourse and oral sex during that time.

On April 14, 2014, San Angelo Police Officer Espinosa completed a report on the sexual abuse, which, according to the complaint, had ceased roughly one year prior. Franks was charged with sexual abuse of a child continuous/victim under 14.

Police learned in an interview that Franks had complete access to the child during the period of abuse.

Sexual abuse of a child continuous/ victim under 14 is a first-degree felony punishable by 25-99 years confinement and an optional fine not to exceed $10,000. Franks has been in the Tom Green County Jail since Friday. His bail is set at $125,000.

...we're all innocent until proven guilty, but I suspect it would be safer for this guy to just stay put rather than make bail. Only $125K? Really? Prayers for the little girl.

Let him make bail... I hope SOMEONE out there has a target on his forehead when he does.
Even criminals have standards. A pedophile is usually in deep when they are in the slammer. That's something that even the toughest criminals won't tolerate.
Dem Mandingos in prison is sure gonna love a guy named Kelly, dey sure is. He about to be raped repeatedly for 5 years!
Men who've been convicted of charges like these are not usually housed in general population. They go to a "special needs" unit, where (unless there is an established SN gang) they typically serve their time free of much of the prison politics and violence that they'd have to contend with, had they been convicted of crimes like armed robbery or arson. The scenarios in which convicted rapists are thrown to the lions and experience daily, systematic torments is something more commonly seen in movie scripts.

Put this sick ass pedophile in question room and then say hey guys fresh meat have at him. when they were done i think justices would be done and you could set him free.
If i understand it correctly bail is not actually 125k... he would just have to come up with $12,500 or 10% of bail to be released... the bail bondsman has to come up with the full 125k if he jumps bail and cannot be found. sad case, this guy is another sicko that should never be released again from jail/ prison.
Where were the parents? I get that children are threatened in all manner of ways about telling, but 5 years beginning in kindergarten?
I think bail should have been much higher but I don't see a bail bondsman taking on this one, and unless he has something for collateral, I doubt anyone would risk putting up something worth $125,000 to help this creep out....but I've been wrong before.
