Stephen Kelly Franks, 36, was arrested Friday in San Angelo on a charge of continually raping an underage girl over a 5-year period.
The abuse began in September 2008 when the girl was in Kindergarten, a complaint filed with the Justice of the Peace in Precinct 2 states, and continued until circa May 15, 2013, when she moved.
According to the complaint, the victim disclosed in an interview that the abuse took place nearly every day over the five-year period, both in the 2800 block of Waco St. and the 2800 block of Lindenwood Dr. Franks, the girl said, forced her into sexual intercourse and oral sex during that time.
On April 14, 2014, San Angelo Police Officer Espinosa completed a report on the sexual abuse, which, according to the complaint, had ceased roughly one year prior. Franks was charged with sexual abuse of a child continuous/victim under 14.
Police learned in an interview that Franks had complete access to the child during the period of abuse.
Sexual abuse of a child continuous/ victim under 14 is a first-degree felony punishable by 25-99 years confinement and an optional fine not to exceed $10,000. Franks has been in the Tom Green County Jail since Friday. His bail is set at $125,000.
San Angelo Police Department Detective Kelly Lajoie is investigating the case.
