A 33-year-old man was put behind bars on Wednesday after driving along the river, masturbating behind the wheel.
On April 29, at approximately 6:58 p.m., San Angelo police responded to the 100 block of Veterans Memorial Drive for a report of indecent exposure.
Victims stated they had been walking along the river when they noticed a black Nissan Maxima stop in front of them and begin to drive slowly. The vehicle eventually stopped. As the victims neared the vehicle, they could see the driver, a male subject, masturbating. The male subject drove away. The victims were able to provide a detailed description of the vehicle and the license plate. The vehicle was located by police near Neffs Way and Oakes Street.
The driver was identified as Angel Cardenas Franco. Franco matched the description of the male subject given by the victims. Police were able to develop information during the investigation linking Franco to the offense.
Franco was transported to the Tom Green County Jail and charged with indecent exposure. Jail records indicate he spent only an hour and a half in jail before posting a $500 bond.
It is unknown at this time if this incident is related to other indecent exposure incidents reported to the SAPD in the past few weeks that was covered in a recent press release.
In addition to Franco, 23 others were booked on Wednesday, the vast majority of which were booked on warrants for theft and traffic offenses. Thirty-six people were released on Wednesday.

PermalinkThe whole time reading the article, I was thinking "how are they going to prove the guy actually did anything when they find him". Then one sentence said it all. "Police were able to develop information during the investigation linking Franco to the offense." Not sure why, I just cracked up when I got to that part. I guess I just envisioned an officer opening his door, asking him to step out, seeing the... evidence, and just turning to his partner and nodding, "this is the guy"
