Suspect in Dual Hit and Run and Assault Jailed for Forgery Tuesday

 

A 40-year-old San Angelo man, who was jailed last week after causing two hit and run accidents and assaulting a driver, is back behind bars again, picked up Tuesday for forgery and theft of service >/= $20<$500.

Jail logs indicate that Steven C. Montemayor was jailed last week following his road rage for public intoxication and was released the following day on a personal recognicance bond. 

On Tuesday, the San Angelo Police Department arrested and booked Montemayor into the jail again at 12:07 p.m. for forgery, a state jail felony, and theft of service, a class b misdemeanor. 

The forgery charge stems from a previous incident in which Montemayor stole some checks from a home he had been invited into, SAPD Public Information Officer Tracy Gonzalez explained. With the stolen checks in hand, Montemayor went to a local store and attempted to cash one of them. Later on, he took a cab to a convenience store, and upon arrival, told the driver that he didn't have the money to pay his fare. 

Once inside the convenience store, a clerk recognized Montemayor, who was making a second attempt to cash a forged check, and called the police, Gonzalez said. Police responded and charged him with forgery, as well as theft of service for not coughing up his cab fare.

Also booked on Tuesday was a female charged with forgery and drug paraphernalia. Kayla Frazer, 24, was booked into the Tom Green County Jail on Tuesday a little over an hour after Montemayor by the TGCSO.

Frazer and Montemayor were accompanied by 14 other new inmates on Tuesday, among them one booked for evading arrest, one on a grand jury indictment for online solicitation of a minor, two for DWI, two for mairjuana possession, three more for theft, and one for assault.

Twenty-four inmates were released on Tuesday.

Are we short of jail space? What is a personal recognizance bond? I thought I knew that that meant one would vouch for yourself and be responsible for your own behavior. And why would the bond board decide to grant such a release for someone who has no regard for public safety or anyone besides himself? If we are short of space, maybe the judges who set the bail can be their "personal recognizance" officer.
What a joke! Personal recognizance bond, seriously? With this guys criminal history and what he did I would have expected a huge bond. No wonder he just keeps doing what he does. No consequences.
