San Angelo Child Trafficker Avoids Jail Time in Plea Deal

SAN ANGELO— A San Angelo man has taken a plea deal for child trafficking in District Court Monday.

Andre Miguel Fay, 47, was in court and pleaded guilty to trafficking a child and engaging in sexual contact.

According to court documents, on April 28, 2023, the investigator was contacted by a special agent with the Department of Public Safety who requested assistance with an investigation into a possible sexual assault of a child.

During the investigation, the special agent reported that a 15-year-old runaway child was recovered as she was exiting a room at the San Angelo Lodge. The child victim was accompanied by the defendant, Fay, who was detained for harboring a runaway.

The victim was taken to the Child Advocacy Center in San Angelo where a forensic interview was conducted. The child did not make any outcries during this and the special agent was given consent by the child’s mother for additional questioning about her activities while at the San Angelo Lodge. The child then said that Adam Chappa, a co-defendant, sexually assaulted her on at least one occasion.

Further investigation determined that the child victim also made an outcry of sexual assault by Fay at his residence at least three times.

In an interview with Fay, he admitted to touching the victim and that she said she was 17. He also sent inappropriate text messages to her.

In exchange for a guilty plea, Fay was sentenced to five years deferred adjudication and has a $1,000 fine.

Well, if he will just stay in San Angelo he has nothing to worry about. He probably doesn't get caught every time but, the next time he is caught he can just ask for another plea deal.

5 years from now, provided he doesn't re-offend, he'll be scott free with no record of this admission of guilt on his record. So his only punishment is the measly fine. SA DA is too damn soft on these habitual pedophiles.

Too bad there is not a special group/force that could visit these lost sick soles and correct them of their lost ways  /:
