Cisco Man Arrested After Leaving Dog Chained to Tree in Freezing Weather

CISCO, TX – A Cisco man is facing cruelty charges after he chained his dog to a tree in freezing weather.

According to law enforcement, 52-year-old Archie Russell left his dog outside in the freezing cold.

Russell was arrested on Friday and charged with cruelty to animals. His bond was set at $10,000.
