The San Angelo police are engaged in a pursuit of a Toby Ray Fitchett near Main Street at 19th Street.
According to reports from the scene, the suspect, Fitchett, exited his vehicle and fled on foot.
He possibly has a double-barreled shotgun.
The suspect is wearing a black tank top and blue jean shorts, wearing a white ball cap.
According to jail records, he has a history of fleeing police and likes to hide under trailers.
Update 2:53 p.m.
Fitchett has an active warrant because he was involved in a serious auto accident that caused serious bodily injury or death. In addition, he has three evading arrest charges, auto theft, and unlawful possession of a firearm. He is a convicted felon and is awaiting trial for aggrevated assault with a deadly weapon.
Update 3:00 p.m.
There were two other people in the Chrysler Sebring with Fitchett when he fled police. According to witnesses at the scene, the incident started over custody of a child, who possibly was Fitchett's. He took the child without having legal custody. We are awaiting confirmation on this.
Update 3:04 p.m.
Fitchett is 5' 9" 160 pounds at his last booking. He turns 25 years old tomorrow.

Update 3:39 p.m.
A woman has appeared on scene at 19th St. where Fitchett fled the vehicle and left the child in the car. The little boy is being loaded up in a car and taken away from the scene.
Update 4:10 p.m.
SAPD Public Information Officer Tracy Gonzalez stated in a media conference at 4:00 p.m. that police were dispatched to a residence in the 1200 block of Koberlin St. shortly after 2:30 p.m. for a report of an unknown problem. While en route, officers received additional information that a party had possibly taken a child from that location and left driving a silver Chrysler Sebring.
"A short time later, one of the officers that was responding to the call located that vehicle and attempted to stop it near...19th and Wade," Gonzalez said. "As the officer tried to stop the vehicle, one of the passengers of the vehicle exited and fled on foot."
Gonzalez said that the subject that ran from the vehicle was carrying a weapon, possibly a shotgun. He was last seen running in an alley near 19th and 8th St. Police have established a large perimeter and K9 are currently on the ground in search of the suspect, Gonzalez said.
The suspect has not yet been positiviely identified, however a tentative ID has been made and police believe he ran because he is wanted.
Police urge anyone who has information on the suspect to immediately call the police. Those in the areas should secure themselves in their homes or businesses for safety reasons.
Update 4:30 p.m.
The police appear to be shutting down the perimeter for the search area. Police confirm that the suspect was not apprehended. The police are not confirming that the suspect is who was named in this story. However, every detail of a description and criminal history point towards Toby Fitchett.
Police updated the description: Hispanic male, blue jeans shorts, and a black tank top. He is still at large as of 4:36 p.m.
The San Angelo Police Department issued the following press release Friday afternoon:
A man who fled from police is still at large after an extensive search in North San Angelo this afternoon.
At approximately 2:32 p.m. today, San Angelo Police were dispatched to an unknown problem at a residence in the 1200 block of Koberlin Street. While responding to the location, police received additional information that a party involved in the incident left the location with a child passenger in a silver-colored Chrysler Sebring.
An officer responding to the call observed the vehicle in question and attempted to conduct a traffic stop near 19th and Wade. During this attempt, a male passenger jumped out of the vehicle and ran away. He was last seen running westbound in the North alley of 19th Street and Wade. The subject was described as a light-complected Hispanic male who was armed with a long gun.
Police established a large perimeter in the area and requested a K9 Team to the location to conduct a track; however, the suspect was not located. Police have tentatively identified the suspect whom they believe may have run due to an outstanding warrant.
The other occupants of the vehicle were detained and questioned by police. Their identities are not being released at this time. An eleven-month-old male child was located inside the vehicle, unharmed. The child was later released to his mother at the scene.
This is an ongoing investigation and search. More information will be released when it becomes available.

San Angelo police have issued an update on the pursuit of the suspect:
San Angelo Police have confirmed the identity of the armed man who fled police earlier today as Toby Fitchett (DOB 06-07-89) of San Angelo.
Fitchett is currently wanted on two outstanding Felony County Warrants. Fitchett is facing additional charges from today's incident.
Police consider Fitchett to be armed and dangerous.
