Man Caught in San Angelo was Convicted of Murder, Sentenced to Life in Prison in Shreveport

SAN ANGELO, TX — Last year, on Sept. 27, 2017, a Louisiana couple was arrested at the Quality Inn on S. Bryant. The two were wanted for the brutal murder of a Shreveport woman, 82-year-old Kathleen Cates.

According to The Shreveport Times, Roy Jemane Narcisse, 26, pleaded guilty to killing Cates today. In court he provided his confession to the judge.

He said he and his girlfriend, Kiana Williams, also 26, rode their bikes to Cates’ home to offer lawn care services. The two had worked for her before in her Anderson Island home. Anderson Island is an older middle class Shreveport neighborhood across the Red River from the west gate of Barksdale Air Force Base.

Ms. Cates owned a 2005 tan or gold Honda Accord, and on that day in September last year, Narcisse and Williams plotted to steal the car from Cates. According to the Times, Narcisse told the judge he entered Cates’ home and attacked Cates by beating and stabbing her.

Cates’ eventually died of her wounds and her body was discovered in her home by a family member who went to her home to check on her well being.

After the murder, Narcisse and Williams stole Cates’ car from her driveway and drove it to San Angelo on Tuesday, Sept. 26, 2017. By Sept. 27 at 2 a.m. early the next morning, State of Texas law enforcement agencies were notified to be on the lookout for the gold 2005 Honda Accord and the suspects inside. The Texas Rangers notified the San Angelo Police Department.

According to San Angelo police, an apprehension team located the vehicle that day, which was occupied by Narcisse and Williams, in the parking lot of the Quality Inn, 4613 S. Jackson St. Narcisse was treated at the scene by San Angelo Fire Department Medics for minor cuts to his arms, which he received during his extraction from the vehicle.

From here, the couple was extradited back to Caddo Parish in Louisiana to face murder charges.

After his guilty plea, Narcisse was sentenced to a mandatory life sentence, without the possibility of parole, probation or suspension of his sentence.

His girlfriend and accomplice Williams is awaiting trial for second-degree murder at a later date. According to the KSHV-TV, she will appear in court for a pre-trial hearing next week.
