On January 16, 2018, Members of the San Angelo Police Department’s Street Crimes Division, perusing the City for criminal offenders, observed wanted parolee Joseph Smart traveling in a black passenger car.
After observing a traffic violation, SCD directed Patrol Officers to conduct a traffic stop on the vehicle near S. College Hills Boulevard and Millbrook Drive. The vehicle’s occupants were identified as Ashley Segler, 23, Monica Mares, 21, and Joseph Smart, 28, who was subsequently taken into custody for his Parole Violation Warrant.
During a search of the vehicle incident to Smart’s arrest, Officers located and seized a small amount of suspected methamphetamine, assorted drug paraphernalia, and five checkbooks that had been reported stolen during a recent residential burglary.
The trio was transported to Police Headquarters for an interview regarding the stolen checks. Additional charges may be forthcoming pending the outcome of that ongoing investigation.
Segler was arrested for Driving While License Invalid, Mares was arrested by City Marshals for City Warrants, and Smart was additionally charged with State Jail Felony Possession of Controlled Substance Penalty Group 1.
